Arrests and Reports

Sheriff Lee Hilty reported deputies made arrests and took multiple reports during the week of October 29, 2024 through November 4, 2024

October 29th – Missing Firearm in Osceola – On October 29th, a St. Clair County Deputy responded to a call for service in reference to a missing/stolen firearm. The property owner stated that approximately 2 weeks before, she noticed that after she had visitors, her North American Arms, Mini-Rev 22LR single action revolver pistol. The pistol was described as stainless steel with a wooden grip. A report was taken and the investigation is ongoing.

October 29th – Warrant Arrest (Probation Violation)  – On October 29th, a St. Clair County Deputy arrested Cecily M. Giffen at the Clay County Jail on a St. Clair County Warrant. The warrant charges Cecily with a Probation Violation – Possession of Controlled Substance Except 35 Grams or Less of Marijuana/Synthetic Cannabinoid, and Unlawful Possession of Drug Paraphernalia. Cecily was transported to the St. Clair County Jail and the bond was set at $5,000 cash or surety.

October 29th – Trespassing in Collins  – On October 29th, a St. Clair County Deputy responded to a call for service in reference to a person attempting to get into the property owner’s vehicle. Upon arrival, the deputy spoke with the property owner, who said that during the afternoon, he noticed his pickup truck door was open. He went outside and described the individual as approximately 5’9” tall, 130-150 lbs., clean shaven, and driving an older blue single cab truck. The deputy collected evidence and filed a report, and this investigation is ongoing.

October 30th – Burglary in Lowry  – On October 30th, a St. Clair County Deputy responded to a call for service on E 7th Street in Lowry City, in reference to a possible burglary. Upon arrival, the deputy spoke with the property owner who reported that a bag of jewelry had been stolen from her bedroom that day between 9 AM and 5 PM. Photographs were taken by the deputy and a report was filed. The value of the bag of jewelry was estimated at $600.

October 30th – Warrant Arrest (Dangerous Drugs/Paraphernalia)  – On October 29th, a St. Clair County Deputy arrested Donald Reninger at the Fulton DOC on a St. Clair County Warrant for Possession of a Controlled Substance Except 35 Grams or Less of Marijuana/Synthetic Cannabinoid, and Unlawful Possession of Drug Paraphernalia. Donald was transported to the St. Clair County Jail and the bond was set at $15,000 cash or surety.

October 31st – Gunshots in Osceola  – On October 31st, St. Clair County Deputies responded to a call for service on the 500 Block of Truman Road in Osceola, for a report of someone shooting from the roadway. The reporting party stated that they had heard gunshots from around the intersection of Benton Street and Truman Road, and further investigation led the deputies to locating and arresting Refugio Murguia for Unlawful Use of Weapon – Subsection 9 – Shoot a/From Motor Vehicle At Person, Motor Vehicle, or Building and Resisting/Interfering with Arrest for a Felony. Refugio was transported to the St. Clair County Jail, and later, formal charges were delivered for Unlawful Use of Weapon – Subsection 7 – Discharge Along Highway or Into Out Building. The bond was set at $1,000 cash or surety.

November 3rd – Warrant Arrest (Dangerous Drugs)  – On November 3rd, a St. Clair County Deputy worked with Hickory County Sheriff’s Office to arrest Gregory Duffy on a St. Clair County Warrant for Possession of a Controlled Substance Except 35 Grams or Less of Marijuana/Synthetic Cannabinoid. Gregory was transported to the St. Clair County Jail and the bond was set at $15,000 cash or surety.

November 4th – Warrant Arrest (Vernon County)  – On November 4th, a St. Clair County Deputy arrested John Petty at the St. Clair County Courthouse on a Vernon County Warrant for Failure to Appear – Failure to Register Motor Vehicle. John was transported to the St. Clair County Jail and the bond was set at $124 cash only.

November 4th – Scam in Appleton City  – On November 4th, a St. Clair County Deputy responded to a call for service on NW Highway 52 near Appleton City in reference to a scam. Upon arrival, the deputy was informed by the victim that she had been scammed out of over $8,000 in Bitcoin. The victim stated she had a pop up on her computer that said it would be “locked down” if she didn’t call a support number. The agent(s) on the “support number” instructed her to purchase and send them Bitcoin in the amount of over $8,000. A report was taken, and the investigation is ongoing.

November 4th – Stealing in Osceola  – On November 4th, a St. Clair County Deputy responded to a walk-in at the St. Clair County Sheriff’s Office in reference to stealing. The reporting party stated that throughout the month of October, multiple unauthorized transactions were made on their account totaling $15,503.11. The deputy collected evidence, filed a report, and the investigation is ongoing.

Arrests and Reports

November 5th – Felony Arrest (Endangering Welfare of Child) – On November 5th, a St. Clair County Deputy responded to a call for service to Buzz’s in Collins, in reference to a juvenile running away from home. Upon arrival, the deputy spoke with a store employee, who reported that a toddler had walked into the store and been with the employee for an extended period of time. The deputy made contact with the parent, and returned the child. Later that day, the deputy responded to another call for service in reference to the same toddler being at Buzz’s Market for an extended period of time. The deputy located the mother, identified as Alicia Hancock, and placed her under arrest for the Felony charge of Endangering the Welfare of a Child Creating Substantial Risk – 1st Degree – 1st Offense – No Sexual Conduct and a Felony charge of Abuse or Neglect of a Child Under Section 568.050.5(1) – No Sexual Contact. Alicia was transported to the St. Clair County Jail and was booked and released, pending formal charges.

November 5th – Warrant Arrest (Dangerous Drugs) – On November 5th, a St. Clair County Deputy responded to the St. Clair County Sheriff’s Office in response to an individual having an active warrant. The deputy met with the person, who was identified as Sierra-Rose Jaques, and arrested her on a St. Clair County Warrant for a Felony charge of Possession of Controlled Substance, a Felony charge of Unlawful Use of Weapon – Subsection 11 – Possess Weapon and a Felony Controlled Substance, and a Misdemeanor charge of Unlawful Possession of Drug Paraphernalia. Sierra-Rose was released to the custody of the Jail staff, and the bond was set at $15,000 cash or surety.

November 8th – Misdemeanor Arrest (Domestic Assault) – On November 5th, St. Clair County Deputies responded to a call for service on SE 951 Road in Collins, in reference to a domestic disturbance. Upon arrival, the deputies met with Zacchary Means and the reporting party, the latter of which stated that Zacchary had damaged multiple objects throughout the home during a disagreement, and had injured the reporting party while doing so. Zacchary was arrested for the Misdemeanor charge of Domestic Assault – 4th Degree – 1st or 2nd Offense (1), (5), and a Misdemeanor charge of Property Damage – 2nd Degree. Zacchary was transported to the St. Clair County and placed on a 24 hour hold, pending formal charges.
