Sheriff Lee Hilty would like to share more information about the Text Caster partnership.

Upon signing up for the service, citizens will be able to get alerts on road closings, weather alerts directly from the National Weather Service, ongoing crime situations, and other emergency notifications. This will allow you to have immediate notifications in the event of a wanted person, a dangerous weather situation, and/or general event notifications

Arrests and Reports

Sheriff Lee Hilty reported deputies made arrests and took multiple reports during the week of  February 25th, 2024 through March 3rd, 2025.

February 25th – Misdemeanor Arrest (Driving While Intoxicated)  – On February 25th, a St. Clair County Deputy performed a traffic stop on a vehicle for multiple lane violations. Upon making contact with the driver, it was believed that he was intoxicated and had a revoked driver’s license from out of state. Matthew Mayes was then arrested for Driving While Intoxicated, Driving While Revoked/Suspended – 1st Offense, and Failed to Drive on Right Half of Roadway When Roadway Was of Sufficient Width – Causes Immediate Threat of an Accident. Matthew was transported to the St. Clair County Jail to be booked and released, pending formal charges.

February 28th – Felony Arrest (Domestic Assault) – On February 28th, a St. Clair County Deputy responded to rural Osceola for a report of a domestic assault. Upon arrival, the deputy met with the parties involved, and during the investigation, it was determined that Franklin Horn was the primary aggressor. Franklin was arrested for the charge of Domestic Assault – 2nd Degree, and Violation of Order of Protection for Adult – 1st Offense, and transported to the St. Clair County Jail for a book and release, pending formal charges.

March 3rd – Fraud in Lowry City – On February 28th, a St. Clair County Deputy responded by phone to an individual reporting fraudulent charges on a credit card. During the conversation, it was reported that 3 charges at a business in Lowry City were fraudulent, and were in the amounts of $1,391.65, $1,392.04, and $1,380.067, all in the same day. This investigation is still ongoing.
