Arrests and Reports

Sheriff Lee Hilty reported deputies made arrests and took multiple reports during the week of March 4th, 2024 through March 10th, 2025.

March 4th – Stealing in Osceola  – On March 4th, a St. Clair County Deputy responded to NW Highway B in Rural Osceola, in reference to stealing. Upon arrival, the deputy spoke with the property owner who stated that morning he had noticed his truck with a trailer attached was stolen. It was also reported that a tractor was on the trailer. The truck was described as a white 2000 Ford 350 and a flatbed, with a 40 foot 2012 Gooseneck flatbed trailer attached, and the tractor was identified as a 955 John Deere. Later that day, the truck and trailer were located on B Highway, without the tractor. The stolen tractor was valued at $11,000. This investigation is ongoing.

March 5th – Warrant Arrest  – On March 5th, a St. Clair County Deputy responded to the St. Clair County Courthouse in reference to a subject with an active warrant. Upon arrival, the deputy arrested John Sieleman II on a St. Clair County Warrant with the charge of Fail to Register as a Sex Offender. John was transported to the St. Clair County Jail and the bond was set at $15,000 cash or surety. On March 13th, John entered a plea of guilty and was sentenced to five years of supervised probation.

March 5th – Stealing in Rural Appleton City  – On March 5th, a St. Clair County Deputy responded to NW 651 Road in reference to stealing. Upon arrival, the Deputy spoke with the property owners who stated that a firearm and 5,000 lb. Come Along Winch were stolen from a shed on their property. The firearm was described as a 9mm “J.A. Nine” stainless steel pistol, and the winch was described as being grey and silver colored. A suspect was named, and this investigation is ongoing.

March 6th – Warrant Arrest  – On March 5th, a St. Clair County Deputy responded to South Blaine Street in Lowry City for a warrant arrest attempt. Upon arrival, the deputy arrested Kenneth Collins Jr. for St. Clair County, Jackson County, and Probation/Parole Warrants. The charges included one for Possession of a Controlled Substance Except 35 Grams or Less of Marijuana Possession, one for Parole Violation, and one for Driving While Revoked/Suspended. Kenneth was transported to the St. Clair County Jail and the total bond was set at $13,000 cash only.

March 6th – Stealing in Rockville (Solved)  – On March 6th, St. Clair County Deputies responded to NW Highway B in Rockville, in reference to stolen property. Upon arrival, the deputies spoke with the property owners who stated that a male suspect in a blue and white truck had entered their property and stolen a black “Weber” charcoal grill. Further investigation led the deputies to locate the grill and arrest Augustine Morales for Stealing, and Trespassing – 2nd Degree. Augustine was transported to the St. Clair County Jail to be booked and released pending formal charges.

March 9th – Felony Arrest (Dangerous Drugs)  – On March 9th, a St. Clair County Deputy performed a traffic stop on a vehicle for expired registration and defective equipment. During a search of the vehicle, the deputy found a quantity of a crystal substance and a quantity of drug paraphernalia that field tested positive for methamphetamine. Bobbi Fackler and Joseph Stevenson were both arrested for Possession of a Controlled Substance Except 35 Grams or Less of Marijuana/Synthetic Cannabinoid and Unlawful Possession of Drug Paraphernalia. Bobbi and Joseph were transported to the St. Clair County Jail to be booked and released, pending formal charges.

March 9th – Felony Arrest (Assault/Weapon Offense)  – On March 10th, St. Clair County Deputies responded to NE 700 Road in rural Lowry City in reference to a disturbance involving a firearm. The deputies spoke with the victim, who reported that the male suspect had driven to the victim’s house and assaulted him. The victim then reported that during the assault, the suspect drew a firearm on him. During the investigation, it was also determined that the suspect was intoxicated. Kevin Kellner was arrested for Assault – 2nd Degree, Unlawful Use of Weapon – Subsection 5 – While Intoxicated – Loaded Weapon, Armed Criminal Action, Driving While Intoxicated, and Trespass – 1st Degree. Kevin was transported to the St. Clair County Jail to be held, pending formal charges. On March 11th, Kevin was served with a St. Clair County Warrant charging him with Unlawful Use of a Weapon – Subsection 5, Driving While Intoxicated, and Trespass – 1st Degree. The bond was set at $15,000 cash or surety.

March 10th – Felony Arrest (Assault/Weapon Offense)  – On March 10th, St. Clair County Deputies responded to NE 1270 Road in rural Osceola, in reference to a domestic disturbance. Upon arrival, the deputies spoke with the reporting party who stated that the male suspect had assaulted her and aimed a firearm at her. The male suspect then barricaded himself in the residence, and the St. Clair County Special Response Team assisted in arresting Paul Robertson for Domestic Assault – 1st Degree, Armed Criminal Action, Unlawful Use of Weapon – Subsection 4 – Exhibiting, Endangering the Welfare of a Child Creating Substantial Risk – 1st Degree – 1st Offense – No Sexual Contact, and Resisting/Interfering with Arrest for a Felony. Paul was transported to the St. Clair County Jail to be held, pending formal charges. On March 11th, Paul was served with a St. Clair County Warrant charging him with the aforementioned charges, and was held on no bond.
