Arrests and Reports

Sheriff Lee Hilty reported deputies made arrests and took multiple reports during the week of May 13th through May 19th, 2025.

May 13th- Felony Arrest (DWI – Persistent) – On May 13th, St. Clair County Deputies responded to WW Highway near Osceola Public School in reference to a careless and imprudent driver. Upon arrival to the area, the deputies observed a Dodge truck driving off and on the roadway multiple times, and performed a traffic stop. After making contact with the driver, it was revealed that she had a revoked driver’s license and it was believed that the driver was under the influence of alcohol. Johna Redburn was arrested for DWI – Persistent, Endangering the Welfare of a Child – 2nd Offense, and Failing to Maintain Right Half of Roadway. Johna was transported to the St. Clair County Sheriff’s Office to be held on a 24 hour hold pending formal charges.

On May 14th, a St. Clair County Warrant was issued for Johna, formally charging her with Endangering the Welfare of a Child Creating Substantial Risk – 1st Degree – 2nd/Sub Offense – No Sexual Conduct, DWI – Persistent, and Driving While Revoked – 1st Offense. The bond was set at $50,000 cash only.

May 13th- Misdemeanor Arrest (Driving While Intoxicated) – On May 13th, St. Clair County Deputies responded to NE 183 Road and B Highway in reference to a medical concern. Upon arrival, the deputies made contact with a vehicle stationary on the side of the road, partially in the ditch. After making contact with the driver, it was believed that the driver was under the influence of alcohol. Jason Jennings was arrested for Driving While Intoxicated and Fail to Drive On the Right Side of the Roadway When Roadway is of Sufficient Width. Jason was transported to the St. Clair County Jail to be booked and released, pending formal charges.

May 14th- Warrant Arrest (Multiple Warrants) – On May 14th, St. Clair County Deputies arrested Joshua Foley at the Henry County Jail on five St. Clair County Warrants. The first warrant contained a charge of Driving While Revoked/Suspended – 2nd or 3rd Offense with a bond amount of $1,000 cash only. The second warrant contained a charge of Assault – 4th Degree – Pursuant to Subdivision (6), with a bond amount of $1,000 cash only. The third warrant contained a charge of Possession of a Controlled Substance Except 35 Grams or Less of Marijuana/Synthetic Cannabinoid, with a bond of $10,000 cash only. The fourth warrant contained a charge of Receiving Stolen Property, with a bond of $10,000 cash only. The fifth warrant contained charges of Possession of a Controlled Substance Except 35 Grams or Less of Marijuana/Synthetic Cannabinoid, Unlawful Possession of Drug Paraphernalia – Prior Drug Offense, and Possession of Marijuana/Synthetic Cannabinoid – 10 Grams or Less, with a bond of $10,000 cash only. Joshua was transported to the St. Clair County Jail with a total bond amount of $32,000 cash only across all five warrants.

May 14th- Property Damage in Lowry City – On May 14th, a St. Clair County Deputy responded to the 300 Block of S Main Street in Lowry City in reference to property damage. Upon arrival, the deputy met with the reporting party who stated that in the last hour, a door and a window of the property were broken. The deputy then made contact with the property owner, who gave an estimated cost of damages to be at or around $1,100. This investigation is ongoing.

May 15th- Misdemeanor Arrest (Domestic Assault) – On May 15th, a St. Clair County Deputy responded to NE 30th Private Road in rural Osceola in reference to a domestic assault in progress. Upon arrival, the deputy met with the reporting party who stated that a female subject residing on the property had assaulted the reporting party’s boyfriend. During the investigation, it was determined that the female subject was the primary aggressor, and Sandra Collins was arrested for Domestic Assault – 4th Degree. Sandra was transported to the St. Clair County Jail to be booked and released, pending formal charges.

May 16th- Warrant Arrest (Multiple Warrants) – On May 16th, a St. Clair County Deputy arrested Robert Walker at the St. Clair County Jail on two St. Clair County Warrants and five Osceola Municipal Warrants. The first St. Clair County Warrant contained a charge with Driving While Revoked/Suspended – 2nd or 3rd Offense, and had a bond of $350 cash only. The second St. Clair County Warrant contained a charge of Owner Operate Motor Vehicle Without Maintaining Financial Responsibility, and had a bond of $301 cash only. The first Osceola Municipal Warrant contained a charge of Possession of Drug Paraphernalia, and had a bond of $184.50. The second Osceola Municipal Warrant contained a charge of Driving While Revoked, and had a bond of $200 cash only. The third Osceola Municipal Warrant contained a charge of Failed to Register Motor Vehicle, and had a bond of $85 cash only. The fourth Osceola Municipal Warrant contained a charge of Owner Operate Motor Vehicle Without Maintaining Financial Responsibility, and had a bond of $141 cash only. The fifth Osceola Municipal Warrant contained a charge of Possession of Drug Paraphernalia, and had a bond of $184.50. Robert was transported to the St. Clair County Jail to be held on the aforementioned bond amounts.

May 16th- Warrant Arrest (Dangerous Drugs) – On May 16th, St. Clair County Deputies arrested Cecily Giffen at the Clay County Jail on a St. Clair County Warrant. The warrant was for a Probation Violation for the original charges of Possession of a Controlled Substance Except 35 Grams or Less of Marijuana/Synthetic Cannabinoid, and Unlawful Possession of Drug Paraphernalia. Cecily was transported to the St. Clair County Jail and the bond was set at $10,000 cash or surety.

May 17th- Property Damage in Collins – On May 17th, a St. Clair County Deputy responded to SE Highway 54 in Collins in reference to property damage. Upon arrival, the deputy met with the reporting party who stated that within the previous 24 hours, a mailbox had been damaged. The deputy took photographs, canvassed the area, and filed a report. The estimated value of the damaged mailbox was set at $72. This investigation is ongoing.
