Sheriff Lee Hilty would like to share more information about the Text Caster partnership.

Upon signing up for the service, citizens will be able to get alerts on road closings, weather alerts directly from the National Weather Service, ongoing crime situations, and other emergency notifications. This will allow you to have immediate notifications in the event of a wanted person, a dangerous weather situation, and/or general event notifications

We were able to apprehend a fleeing subject within the first two weeks of having Textcaster available!

Arrests and Reports

Sheriff Lee Hilty reported deputies made arrests and took multiple reports during the week of July 15th through July 21st, 2025.

July 15th – Warrant Arrest (Trespassing) – On July 15th, a St. Clair County Deputy responded to the Pilot Gas Station in Collins, in reference to a female subject with an active warrant. Upon arrival, the deputy identified the subject and arrested Priscilla Blanchard on a St. Clair County Warrant charging her with Trespassing – 1st Degree. Priscilla was transported to the St. Clair County Jail and the bond was set at $500 cash only.

July 17th – Warrant Arrest (Failure to Appear) – On July 17th, a St. Clair County Deputy responded to SE Lowry Street in Osceola in reference to a warrant arrest attempt. Upon arrival, the deputy identified the male subject and arrested Joseph Green on a St. Clair County Failure to Appear Warrant with an original charge of Owner Operate Motor Vehicle Without Maintaining Financial Responsibility – 1st Offense. Joseph was transported to the St. Clair County Jail and the bond was set at $301 cash only.

July 17th – Property Damage in Rural Osceola – On July 17th, a St. Clair County Deputy responded to E Highway in reference to property damage. Upon arrival, the deputy met with the property owner who reported that an unknown individual had driven a truck through his fence. During the investigation, a 2005 Red Dodge Ram was discovered with part of the fencing still attached, and heavily damaged. A suspect was identified and a report was taken. This investigation is ongoing.

July 21st – Property Damage in Rural Osceola – On July 21st, a St. Clair County Deputy responded to TT Highway in reference to property damage. Upon arrival, the deputy met with the property owner who reported that his mail box had been damaged beyond repair between July 18th and July 21st. During the investigation, debris from fireworks was discovered, and other evidence was collected. This investigation is ongoing.

July 21st – Property Damage in Rural Osceola – On July 24th, a St. Clair County Deputy responded to V Highway in reference to property damage. Upon arrival, the deputy met with the property owner who reported that his mail box had been damaged beyond repair between July 21st. During the investigation, debris from fireworks was discovered, and other evidence was collected. This investigation is ongoing.

July 21st – Warrant Arrest (Probation Violation) – On July 21st, a St. Clair County Deputy arrested Madison Ray on a St. Clair County Warrant at the Crawford County Jail in Kansas. The warrant was for a Probation Violation original charges of Possession of a Controlled Substance and Unlawful Possession of Drug Paraphernalia. Madison was transported to the St. Clair County Jail and the bond was set at $10,000 cash or surety.

July 21st – Warrant Arrest (Multiple Warrants) – On July 21st, a St. Clair County Deputy arrested Brandon Daniels on multiple St. Clair County Warrants at the Cedar County Jail. The warrants included charges of Possession of a Controlled Substance, Possession of Drug Paraphernalia, two counts of Burglary – 2nd Degree, Stealing, Stalking – 1st Degree, two counts of Violation of a Protection Order of an Adult, Resisting/Interfering with Arrest, Violation of Child Protection Order, Tampering with Motor Vehicle, and Property Damage – 2nd Degree. Brandon was transported to the St. Clair County Jail and was held on no bonds for the aforementioned warrants.

July 21st – Warrant Arrest (Domestic Assault) – On July 21st, a St. Clair County Deputy arrested Franklin Horn on a St. Clair County Warrant at the St. Clair County Sheriff’s Office. The warrant was for a charge of Domestic Assault – 3rd Degree. Franklin was transported to the St. Clair County Jail and the bond was set at $20,000 cash or surety.
