ST. CLAIR COUNTY SHERIFF

Sheriff Scott Keeler reported deputies made 15 arrests and took multiple reports during the weeks of Dec.17-31, 2018.

Warrant Arrests

Wendy Gruber- On Dec. 30, Wendy Gruber, 37, El Dorado Springs, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance, class E felony unlawful use of a weapon and a class D misdemeanor unlawful possession of drug paraphernalia. Gruber was placed on a 24 hold pending formal charges.

The arrest comes after St. Clair County deputies and a Missouri State Highway Patrol trooper were dispatched to a property on SE 1250 Road in reference to stealing and suspicious activity. The deputies made contact with two male subjects and one female subject. The trooper advised he observed the female throw a black object on the ground near where she was standing. A deputy recovered the item and seen it had a piece of a glass pipe in it with a white crystal like residue and a baggie containing a white crystal like residue. Another deputy observed a pistol lying in some leaves. Gruber was asked if the pistol was hers and she stated yes. The glass pipe did field test positive for methamphetamine.

Sarah Danner- On Dec. 30, Sarah Danner, 28, Raytown, was arrested on a St. Clair County warrant for commitment on a class C felony delivery of a controlled substance. This is a no bond warrant.

Danner plead guilty and was sentenced on Oct. 1, 2018 to 10 years in the Missouri Department of Corrections.

Christopher Palmer- On Dec. 23, Christopher Palmer, 42, Lincoln, was arrested by a St. Clair County deputy on a parole violation warrant. This is a no bond warrant.

Nathaniel Scott- On Dec. 23, Nathaniel Scott, 38, Seymour, was arrested by a St. Clair County deputy on a class D felony possession of a controlled, class E unlawful use of a weapon and a class D misdemeanor unlawful possession of drug paraphernalia. Scott was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on a vehicle that Scott was driving for a traffic violation. The deputy made contact with Scott and advised the deputy there was a gun in the vehicle. The gun checked back as not stolen. The deputy asked for and was given consent to search the vehicle. During the search of the vehicle the deputy found small baggies containing a white crystal like substance and a straw. Scott did admit the stuff was his. Scott also admitted to having a glass pipe in his pocket. A field test of the glass pipe was positive for methamphetamine.

James Burwell- On Dec. 22, James Burwell, 62, Osceola, was arrested by a St. Clair County deputy on a class A misdemeanor resisting or interfering with arrest/detention/stop. Burwell was placed on a 24 hour hold pending formal charges.

The arrest comes after a St. Clair County deputy pulled over a vehicle Burwell was a passenger in for a traffic violation. The deputy spoke with the driver and got consent to search the vehicle. As Burwell was exiting the vehicle, the deputy observed a knife on his hip. The deputy asked for him not to reach for the knife and to place his hands on top of his head. The deputy asked if there were any more knives on his person and Burwell stated there were three more knives in his pockets. The deputy advised Burwell not to reach for them. Burwell began to reach for his pocket and the deputy stopped him from doing so. Burwell started to become upset and pull away from the deputy. Burwell was placed in handcuffs.

During a search of Burwell, the three knives were located, along with a loaded BB gun, and small glass container with marijuana inside of it. 

Bobby Louvier- On Dec. 22, Bobby Louvier, 36, unknown, was arrested on a St. Clair County warrant charging him with a class A felony domestic assault in the first degree and an unclassified felony for armed criminal action. Bond is set at $50,000 cash only.

The warrant comes after a St. Clair County deputy responded to a residence on SE 871 Road in reference to a domestic assault no longer in progress. When the deputy arrived, he observed James Louvier sitting in the residence with dried blood on his face and hands. His son, Bobby Louvier, was sitting in a chair with blood on his clothes. James stated that he and his son got into a verbal argument. James then stated Bobby got physical by throwing punches and kicking him. James stated Bobby grabbed a sledge hammer and struck him several times with it.

Clinton Allen- On Dec. 21, Clinton Allen, 27, Springfield, was arrested by a St. Clair County deputy on a Webster County warrant charging him with failure to appear in court on original charges of a class D misdemeanor possession of marijuana/synthetic cannabinoid of 10 grams or less and a class D misdemeanor unlawful possession of drug paraphernalia. Bond is set at $100 cash or surety.

The original charges stem from an investigation on Aug. 4, 2018 by the Webster County Sheriff’s Office.

Steven Collins- On Dec. 21, Steven Collins, 32, Lowry City, was arrested on a St. Clair County warrant charging him with a class E felony driving while revoked/suspended. Bond is set at $5,000 cash or surety.

The original charge comes from the Lowry City Police department on Sept. 12, 2018.

Thomas Howard- On Dec. 21, Thomas Howard, 62, Chester, IL, was arrested on a St. Clair County warrant charging him with a class C felony burglary in the second degree and a class C felony theft/stealing. Bond is set at $25,000 cash only.

The warrant is from a St. Clair County Sheriff’s Office investigation into a burglary that occurred on March 25, 2007 at Suzy Q’s in Roscoe.

Brawney Stewart- On Dec. 21, Brawney Stewart, 29, Grey, GA, was arrested on a St. Clair County warrant charging him with a class D felony unlawful possession of a firearm. Bond is set at $10,000 cash or surety.

The original charge stems from an Osceola Police Department investigation on Oct. 28, 2017.

Carrie Curtis- On Dec. 20, Carrie Curtis, 45, Higginsville, was arrested on a St. Clair County warrant charging her with a probation violation on an original class C felony possession of a controlled substance. Bond is set at $5,000 cash only.

The original charge comes after the Mid Missouri Drug Task Force and St. Clair County deputies did a consensual search of Curtis’ house on Nov. 8, 2013. A small mirror was found with a white crystal like residue on it that field tested positive for methamphetamine.

Felicity Castiglia- On Dec. 19, Felicity Castiglia, 61, Clinton, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance, class D misdemeanor unlawful possession of drug paraphernalia, and a class D misdemeanor possession of marijuana/synthetic cannabinoid of 10 grams or less. Castiglia was booked and released pending formal charges.

The arrest comes after a deputy pulled over the vehicle Castiglia was driving for a traffic violation. A K9 unit was called to the scene and performed an exterior sniff test of the vehicle. The K9 did alert to the presence of narcotics. A search of the vehicle revealed a baggie of a crystal like substance, a baggie of marijuana and a glass pipe.

Ricky McClure- On Dec. 19, Ricky McClure, 56, Butler, was arrested on a St. Clair County warrant charging him with a class D felony possession of a controlled substance, class A misdemeanor possession of marijuana/synthetic cannabinoid of 10 grams or less-prior drug offense, and a class A misdemeanor unlawful possession of drug paraphernalia-prior drug offense. Total bond is set at $15,000 cash or surety.

The arrest comes after a St. Clair County deputy pulled over a vehicle McClure was a passenger in for a traffic violation. A K9 unit was called to the scene to conduct an exterior sniff test of the vehicle. The K9 did alert to the odor of narcotics. A search of the vehicle revealed a baggie of a white crystal like substance, a baggie of marijuana plus a glass pipe. The white substance did field test positive for methamphetamine.

Bud Eaton- On Dec. 18, Bud Eaton, 36, Roscoe, was arrested on a St. Clair County warrant charging him with a class D felony domestic assault in the second degree. Bond is set at $10,000 cash or surety.

The arrest comes after an incident on Dec. 14, when deputies were dispatched to a residence on SW 131 Road in Roscoe in reference to a domestic dispute in progress.

Upon arrival, deputies could see blood on the ground and steps leading up to the door and on the door and walls of the residence.

The deputies knocked on the door and made contact with the victim, Trisha Weymuth. Weymuth had blood on her hand and swelling on her face. The deputies asked if Weymuth needed an ambulance. Weymuth stated no.

Weymuth stated her and her boyfriend, Bud Eaton, had been to the Rivers Edge Bar. When they arrived at Weymuth’s residence, Eaton began accusing Weymuth of cheating on him. Weymuth stated she told Eaton to take his daughter and leave if he was going to start a fight. Weymuth stated that is when Eaton knocked her to the ground and started to hit her. She stated that during the altercation Eaton knocked her to the ground three times and dragged her out the front door and down the steps on her face.

Weymuth stated juveniles were in the house and witnessed the altercation.

Eaton had left the residence prior to the arrival of deputies.

Joshua Davidson- On Dec. 17, Joshua Davidson, 42, Rockaway was arrested on a St. Clair County warrant charging him with a class A misdemeanor possession of marijuana/synthetic cannabinoid of 10 grams or less and a class D misdemeanor unlawful possession of drug paraphernalia. Total bond is set at $1,500 cash or surety.

The original charges stem from a traffic stop by the Missouri State Highway Patrol on Feb. 25, 2018.

Tractor Trailer Recovered at Old 13 Highway near SE 400 Road

On Dec. 26, a St. Clair County deputy was dispatched to the area of Old 13 Highway in reference to a tractor trailer stuck in a field. Upon arrival, the deputy made contact with Raymond Weaver and Curtis Colby. They stated that around noon on Dec. 26, a tractor trailer got stuck in a field that they lease.

The driver of the truck, known to them as KJ McEntire, walked over to Weaver’s residence asking for help getting the truck unstuck. Weaver notified Colby, who arrived on scene. Colby asked McEntire why he pulled into the field. McEntire stated he thought he could turn around.

Weaver stated that after several hours of trying to get the vehicle unstuck, McEntire got upset and walked off.

The truck had been reported stolen from Leisure Time Products out of Pittsburg, Kansas on Dec. 26, 2018. Leisure Trucking was contacted and they advised a Kenneth Phillips, aka KJ Phillips, worked for them about a year ago. They stated he would be very familiar their trucks.

The trailer was reported stolen from Gray Transportation out of Henry County.

Stolen Trailer Out of Collins

On Dec. 26, a St. Clair County deputy was contacted by James Richard in regards to a stolen trailer in Collins. Richard stated he owns a 2002 Homestead white box trailer, approximately eight to nine foot long, with a single door on the rear.

Richard stated the trailer had been parked on the south east side of Peggy’s Restaurant in Collins next to the back fence. He also stated there was a lock on the hitch that someone would have to cut off before they could take it.

Burglary in Lowry City

On Dec. 26, a St. Clair County deputy was dispatched to a residence on NE 969 Private Road in reference to a burglary. Upon arrival, the deputy observed the garage door to the residence appeared to have been pried up. The property owner, Connie Begeman, arrived on scene and the deputy made contact with her.

Begeman stated she received a video on her phone notifying her that someone was at the residence. The video shows two white male subjects pull up to the residence and exit the silver four-door Dodge Ram. The video shows a subject going into and around the boat shed. Then the subjects go up to the residence, one carrying a metal fence post. The video shows the subjects coming out of the residence and place some items into the bed of the truck.

Photos and evidence were collected from the scene. The total loss value is not known at this time.

Property Damage in Lowry City

On Dec. 21, a St. Clair County deputy was dispatched to a residence on NE 800 Road in reference to property damage. Upon arrival, the deputy made contact with the property owner, Larry Walters. Walters stated that an unknown person or persons came onto his property during the night and threw a cinder block through the back passenger side window of his Ford Bronco. Walters estimated the loss value to be $250.
