ST. CLAIR COUNTY SHERIFF

Sheriff Scott Keeler reported deputies made 12 arrests and took multiple reports during the weeks of April 15-29, 2019.

Warrant Arrests

Curtis Smith- On April 27, Curtis Smith, 34, Deepwater, was arrested by a St. Clair County deputy on a class B misdemeanor driving while intoxicated. Smith was placed on a 24 hour hold pending formal charges.

The arrest comes after a St. Clair County deputy was dispatched to the Optimist Park in Osceola in reference to a subject driving while intoxicated. Upon arrival, the deputy made contact with the driver of the vehicle. The driver, later identified as Smith, admitted to the deputy that he had a few drinks. Smith agreed to do a field sobriety test, which he failed. Smith also agreed to a portable breath test, which resulted in a .106% blood alcohol content. Witnesses stated that Smith exited his vehicle while an alcoholic beverage in his hand.

Russell Rice- On April 26, Russell Rice, 43, Urich, was arrested on a St. Clair County warrant for a probation violation on an original class C felony possession of a controlled substance. Bond is set at $5,000 cash only.

The original charge comes from an investigation by a Missouri Department of Conservation agent in July of 2015.

Raymond Weaver, Jr.- On April 25, Raymond Weaver, Jr., was arrested by a St. Clair County deputy on an Osceola Police Department warrant for failure to appear in court on two ordinance charges for driving while revoked/suspended and no insurance. Total bond is set at $225 cash only.

The original charges stem from a traffic stop performed by the Osceola Police Department in November of 2018.

Jonathan Gibbens- On April 24, Jonathan Gibbens, 22, Osborn, was arrested on a St. Clair County warrant for failure to appear in court on original charges of a class B misdemeanor failure to register a motor vehicle and a class D misdemeanor no insurance. Total bond is set at $344.50 cash only.

The original charges come from a traffic stop performed by a St. Clair County deputy in October of 2018.

Cory Baker- On April 23, Cory Baker, 29, Deepwater, was arrested by a St. Clair County deputy on a Clay County warrant for a probation violation. This is a no bond warrant.

Essence Williams- On April 23, Essence Williams, 43, Grandview, was arrested by a St. Clair County deputy on a class C felony manufacture of a controlled substance. Williams was booked and released pending formal charges.

The arrest comes after an investigation by the St. Clair County Sheriff’s Office and the Mid Missouri Drug Task Force. During the investigation, a search warrant was applied for and granted, for the residence where Williams was at. During the search, approximately 300 marijuana plants were recovered along with a white powdery substance. The substance did test positive for cocaine.

Daniel Killingsworth- On April 22, Daniel Killingsworth, 31, Charlotte, NC, was arrested on a St. Clair County warrant charging him with failure to appear in court on original charges of a class D misdemeanor possession of marijuana/synthetic cannabinoid of 10 grams or less and a class B misdemeanor exceeded the posted speed limit by 26 mph or more. Total bond is set at $636.50.

The original charges stem from a traffic stop by the Missouri State Highway Patrol in December of 2017.

Austin Ragle- On April 21, Austin Ragle, 41, Appleton City, was arrested by a St. Clair County deputy on a Henry County warrant charging him with failure to appear in court on two misdemeanor charges. Bond is set at $115 cash only.

Heather Carpenter- On April 19, Heather Carpenter, 44, Appleton City, was arrested on a St. Clair County warrant for a probation violation on original charges of a class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia.

The original charges stem from a Mid Missouri Drug Task Force investigation in April of 2018.

Ginny Blackmon- On April 18, Ginny Blackmon, 44, Cabool, was arrested on a St. Clair County warrant charging her with a class A misdemeanor passing a bad check. Bond is set at $500 cash only.

Trevor Hayes- On April 17, Trevor Hayes, 27, Clinton, was arrested by a St. Clair County deputy on a Henry County warrant for failure to appear in court on a misdemeanor charge. Bond is set at $279.50 cash only.

Vincent Mansell- On April 16, Vincent Mansell, 38, El Dorado Springs, was arrested by a St. Clair County deputy on a class B misdemeanor failure to register motor vehicle, a class B misdemeanor failure to register trailer, a class C misdemeanor failure to secure load, a class D misdemeanor no insurance, an infraction for no seat belt and an infraction for consumption of an alcoholic beverage while driving. Mansell was booked and released and issued citations for all offenses.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Mansell was driving for an equipment violation. While making contact with Mansell, the deputy observed an open beer can. Mansell was asked if he had been drinking and stated he had two beers. The deputy asked if he would submit to a preliminary breath test. The deputy administered the test and the results indicated a blood alcohol content of .05%.

Burglary in Osceola

On April 26, a St. Clair County deputy was dispatched to a residence on Old Highway 13 in reference to a burglary. Upon arrival, the deputy spoke with Heather Murguia. Murguia advised that a person(s) unknown had entered the residence sometime between April 19 and the 26th. The suspect had entered the back of the residence after breaking the glass on the back door. Two thermostats had been removed from the walls and a chandelier had been broken. The deputy took photographs of the scene and collected evidence for testing.

Stealing in Collins

On April 22, a St. Clair County deputy was dispatched to a residence on SE Highway UU in reference to stealing. Upon arrival, the deputy spoke with Cheryl Gerry. She advised a package that was delivered by UPS was stolen. The package contained a pair of shoes that were bought for a juvenile living at her residence. Gerry showed the delivery confirmation to the deputy. Gerry stated the package was to be left by the vehicle at the end of their driveway. She stated they searched everywhere and could not find the package. While looking for the package, they discovered the battery to the vehicle had been stolen also. Total estimated loss value is $353.

Stealing in Collins

On April 20, a St. Clair County deputy was dispatched to the Subway Restaurant in Collins in reference to stealing. Upon arrival, the deputy spoke with a employee from Subway. The employee stated a female acting in a strange manner came into the restaurant and ordered two sandwiches. The employee stated the female grabbed the two sandwiches and four bags of chips and left without paying for any of it. The employee was able to get the license plate of the car the female left in.

A suspect has been identified. Estimated total loss value is $21.

Stealing in Collins

On April 19, a St. Clair County deputy was dispatched to a residence on South 18th Street in Collins in regards to stealing. Upon arrival, the deputy made contact with Jimmie Hennigh. Hennigh stated there was a pile of scrap metal stolen from his front yard. He also stated some items were stolen out of his shed on his property. Hennigh stated there were two 2-ton floor jacks and a foundation jack missing. Total estimated loss value $190.

Property Damage in Osceola

On April 17, a St. Clair County deputy was dispatched to a residence on Highway V in reference to property damage. Upon arrival, the deputy spoke with William McHargue. McHargue stated he observed someone cross over his property fence, pick up a toilet that was setting outside, and move it approximately 10 feet. McHargue then stated the subject took, what looked like a sledge hammer, and destroyed the said toilet. McHargue estimated the value of the toilet at $250.

The deputy took photographs of the scene. A suspect was named.
