ST. CLAIR COUNTY SHERIFF

Sheriff Scott Keeler reported deputies made 10 arrests, put out a silver advisory, and took an attempted stolen car report during the week of May 27-June 3, 2019.

Warrant Arrests

Natasha Allison- On June 3, Natasha Allison, 37, Humansville, was arrested by a St. Clair County deputy after pleading guilty in court. Allison plead guilty to a class D felony possession of a controlled substance and a class A misdemeanor unlawful possession of drug paraphernalia-prior drug offense. Allison was sentenced to seven years in the Missouri Department of Corrections on the felony charge and one year in the St. Clair County Jail on the misdemeanor charge. Counts one and two are to be served concurrent.

The original charges stem from an investigation by the Mid Missouri Drug Task Force in July of 2018.

Marissa Bowers- On June 3, Marissa Bowers, 37, Ash Grove, was arrested on a St. Clair County warrant charging her with a class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Bond is set at $20,000 cash or surety.

The warrant comes after a St. Clair County deputy was at the Dollar General Store in Lowry City on May 12, 2018. He noticed the subject, Marissa Bowers, later identified by her Missouri non driver’s license, acting in a suspicious manner. Bowers exited the store and got into the driver’s seat of a vehicle and sat there for several minutes. The deputy made contact with Bowers to see if everything was alright. She stated she was waiting on a friend to pick her up. Through a records check, it showed Bowers to have a revoked license.

During their conversation, Bowers did admit to driving to the store. Bowers admitted to the possibility of a methamphetamine pipe in the vehicle. A K9 was called to the scene. During an exterior sniff test of the vehicle, the K9 alerted to the presence of narcotics. During a search of the vehicle two straws with a white residue were located. One of the straws field tested positive for methamphetamine. During a further search multiple items of drug paraphernalia were found.

Rionna Williams- On June 3, Rionna Williams, 27, Osceola, was arrested by a St. Clair County deputy on a Henry County warrant for failure to appear in court on a misdemeanor speeding charge. Bond is set at $250 cash or surety.

Brandon Huckaby- On June 1, Brandon Huckaby 35, El Dorado Springs, was arrested by a St. Clair County deputy on a Bates County warrant charging him with a class A misdemeanor failure to yield to an emergency vehicle sounding and displaying red and blue lights, a class C misdemeanor exceeding the posted speed limit by 11-15 mph, and a class C misdemeanor failed to drive on right half of the roadway-when roadway was sufficient width- resulting in an accident. Total bond is set at $3,500 cash or surety.

The original charges stem from an investigation by the Bates County Sheriff’s Office in January of 2019.

Brian Hearting- On May 31, Brian Hearting, 37, Schell City, was arrested on a St. Clair County warrant charging him with two class C misdemeanors of animal neglect or abandonment. Bond is set at $1,500 cash or surety.

The warrant comes after an investigation by the St. Clair County Sheriff’s Office. It was discovered that Hearting’s canine’s had attacked and killed a neighbor’s dog.

Casandra Hood- On May 30, Casandra Hood, 45, Kansas City, was arrested on a St. Clair County warrant charging her with a probation revocation on three original class C felony counts for passing bad checks-$500 or more.

The original charges come from an investigation by the St. Clair County Sheriff’s Office in September of 2011.

John Rodriguez- On May 30, John Rodriguez, 37, Lowry City, was arrested by a St. Clair County deputy on a class D misdemeanor receiving stolen property. Rodriguez was placed on a 24 hour hold pending formal charges.

The arrest comes after a store employee of the Dollar General Store in Lowry City called the St. Clair County Sheriff’s Office in regards to someone stealing a cooler. Upon arrival, the deputy spoke with the store employee, who stated a male subject came into the store and purchased a couple of items. Then on his way out of the store, the subject picked up a cooler by the door and walked away with it, without paying.

Michael Hall- On May 29, Michael Hall, 29, Kansas City, was arrested on a St. Clair County warrant charging him with a probation violation on an original class C felony possession of a controlled substance. Bond is set at $5,000 cash only.

The original charge comes from an investigation by the Lowry City Police Department in August of 2016.

Andrew Webster- On May 28, Andrew Webster, 18, Lowry City, was arrested on a St. Clair County warrant charging him with an ordinance violation for possession of drug paraphernalia, and an ordinance violation charge for possession of marijuana. Total bond is set at $250 cash only.

The original charges come from an investigation by the Lowry City Police Department in April 2018.

Jacquline Willhoit- On May 28, Jacquline Willhoit, 60, Collins, was arrested by a St. Clair County deputy on a class D felony assault in the third degree. Willhoit was placed on a 24 hour hold pending formal charges.

The arrest comes after St. Clair County deputies were dispatched to a residence on Highway J in reference to a disturbance with a knife. Upon arrival, deputies made contact with a female subject, Willhoit, and a male victim. The male victim stated Willhoit came to his residence and started yelling at him and jumped on him and started to choke him. The deputies noticed a mark on the male victim’s neck.

Silver Advisory

Phillip Bartz was last seen around 6:00 a.m. in the 2500 block of northwest Route H on Sunday, June 2.

Bartz is a white male, age 79, 5 foot 3 inches tall, 130 lbs, grey hair, blue eyes– wearing a long sleeved plaid shirt, blue jeans, and brown shoes with buckles.

Bartz drives a Charcoal Gray 2008 Ford F250 bearing Missouri, 75A1YG .

Bartz has not been located as of yet.

Stolen Car Attempt in Lowry City

On June 1, a St. Clair County deputy was dispatched to a residence on East First Street in Lowry City in reference to an attempted car stealing. Upon arrival, the deputy made contact with John Culbertson. Culbertson stated that sometime during the night someone got into his son’s 1994 BMW and tried to steal it.

The deputy observed the ignition to the vehicle had been removed. No suspects have been named.

Sheriff Scott Keeler reported deputies made four arrests, took a stealing report, and had a deputy involved shooting during the week of June 3-10, 2019.

Warrant Arrests

Nikolas Garlett- On June 7, Nikolas Garlett, 20, Raymore, was arrested on a St. Clair County warrant charging him with a class D misdemeanor possession of marijuana/synthetic cannibinoid of 10 grams or less. Bond is set at $500 cash or surety.

The original charge comes from a traffic stop by the Missouri State Highway Patrol in March of 2018.

Cheryl Bodenheimer- On June 6, Cheryl Bodenheimer, 59, Clinton, was arrested on a St. Clair County warrant charging her with a class E felony passing a bad check. Bond is set at $250 cash only.

George Richey- On June 5, George Richey, 57, Appleton City, was arrested by a St. Clair County deputy after court proceedings. Richey was found guilty on the multiple cases he is involved with. The court ordered Richey to serve a total of 755 days in the St. Clair County Jail after being convicted on an unclassified misdemeanor for supplying liquor to a minor or intoxicated person, two class C misdemeanors assault in the third degree, a class A misdemeanor peace disturbance-second or subsequent offense, a class B misdemeanor trespass in the first degree, and a class C assault in the fourth degree.

Jason Palmer- On June 4, Jason Palmer, 44, Windsor, was arrested on St. Clair County warrants charging him with a probation violation and a failure to appear in court. The probation violation warrant bond is $2,500 cash or surety. The failure to appear warrant bond is $5,000 cash only.

The original charges stem from an investigation by the St. Clair County Sheriff’s Office into a burglary that took place in October of 2016. Palmer is charged with a class C felony burglary in the second degree and a class A misdemeanor theft/stealing. Palmer’s probation violation is from a conviction for a class C felony receiving stolen property.

Deputy Involved Shooting

On June 9, 2019, at approximately 3:27 p.m., St. Clair County Deputy Corporal Dale Roberts, radioed into dispatch stating a subject on a motorcycle just passed him at a high rate of speed. Corporal Roberts had a radar reading of the motorcycle going over 100 miles per hour. Corporal Roberts tried to initiate a traffic stop on the motorcycle. The subject failed to yield to the deputy for approximately two miles and finally stopped on Highway A, just west of Center Road.

Corporal Roberts made contact with the driver, later identified as Shane Magoon, 47, Lowry City. During contact, Corporal Roberts noticed a gun on the hip of Shane Magoon. Magoon was warned not reach for the gun. Magoon refused to cooperate. Corporal Roberts deployed his county issued Taser, with no effect. Magoon reached for his weapon. Corporal Roberts fired one shot, striking Magoon.

Corporal Roberts radioed dispatch to notify them of a shot fired and to have medical expedited to his location. Magoon was airlifted to an area hospital in critical condition.

Corporal Roberts was placed on administrative leave as per St. Clair County Sheriff’s Office policy.

The Missouri State Highway Patrol is assisting in the investigation.

Stealing in Deepwater

On June 4, a St. Clair County took a stealing report from a Mark Hehner. Hehner stated that his green 2004 Suzuki Ozark 200cc ATV was stolen from a barn located at the intersection of NE 1270 Road and NE 351 Road. Hehner provided proof of ownership and photograghs to the deputy.

The deputy searched the area for any evidence. Suspects have been named.
