July 7 – St. Clair County deputies responded to a stealing call at Osceola Cheese. Chris Hannah, owner of Osceola Cheese, advised a male and female subject stole several items then left the store. A female employee of Osceola Cheese jumped onto a trailer being towed by the suspect’s vehicle. She was able to get off the trailer without injury and several other employees attempted to block in the vehicle in the parking lot. The suspect vehicle was able to get past the employees and fled to the Countryside Trading Post on the opposite side of the Hwy 13.

A traffic stop was conducted and the driver allegedly made admission to stealing beef sticks from the store. During the investigation a one pound block of pepperoni cheese, one pound block of seven year cheddar cheese, a jar of honey Dijon mustard, a jar of Beaver brand sweet honey mustard, and one beef/cheese stick combo were located in the suspect’s vehicle. A package of 45 beef sticks was recovered after being thrown from the vehicle as it was leaving the parking lot. The value of the items was estimated at $55.

Two suspects, a 59-year-old male from Pleasant Hill and a 47-year-old female passenger from Peculiar, were taken into custody and later released pending formal charges.

A St. Clair County deputy arrested Amanda Crawford, 28, Lowry City, on a St. Clair County warrant for failing to appear in court on an infraction for no seat belt. Bond is set at $10 cash only. The warrant was issued on June 28 and stems from a Missouri State Highway Patrol investigation in July 2014.

July 8 – Christopher Jackson, 43, El Dorado Springs, was arrested on a St. Clair County warrant charging him with class D felony possession of a controlled substance and class A misdemeanor unlawful possession of drug paraphernalia. Bond is set at $25,000 cash only.

The charges stem from an incident the previous day when a deputy took a report of a male individual on the west side of the Osceola square who attempted to hide a hypodermic syringe in a flower pot before entering the St. Clair County Courthouse. The deputy arrived at the flower pot in front of Stewart and Kiefer Realty and verified the item was a used syringe. It was seized as evidence.  During the investigation, deputies observed Jackson return from the courthouse and search the same flower pot the syringe was in. Residue from the syringe field tested positive for methamphetamine.

St. Clair County deputy took a burglary report on Four Winds Drive in Twin Oaks Harbor, Lowry City. Randy Dickison reported he arrived and noticed his camper was unlocked. He stated nothing was missing, but he did locate a window that had been forced open.

The window was on a slide out next to the kitchen table. There was a large amount of mold growing on the carpet and the floor was sagging below the window. The blinds were damaged and had mold growing on them. Two oak kitchen chairs also had mold on them. The damage was estimated at $8,000.

A St. Clair County deputy recently took a stealing complaint on North Hwy 13, Collins. Robin Wood reported a chain was cut that secured a gate to his property. He reported two wooden wheels for a 1930 dodge vehicle were stolen. Wood also reported a shed was damaged and and three antique cast iron church bells, along with all hardware was stolen. The bells were described as 18 inch American Cast. The total value of the items missing was estimated at $600.

July 10 – Micky Kottwitz, 42, Weaubleau, was arrested on a St. Clair County warrant for failing to appear in court on an original class C felony charge of possession of a controlled substance and a class C misdemeanor charge of littering. Total bond is set at $12,500 cash only.

The felony warrant was issued on July 3 and the original charge stems from an incident on Aug. 28, 2015, at a residence on NE 471 Rd, Osceola. During the investigation, St. Clair County Sheriff’s office deputies and members of the Mid Missouri Multi Jurisdiction Drug Task Force discovered a soda can that field test positive methamphetamine in Kottwitz’s possession.

The misdemeanor warrant was issued on July 5 and the original charge stems from a St. Clair County Sheriff’s office investigation on Jan. 16 when a deputy took a report in reference to trash being dumped on NE 800 Rd, Lowry City. Mel Foreman reported during the last few days someone had thrown at least seven large black garbage bags full of trash over the bridge into the water. The deputy and Foreman collected most of the bags.

During the investigation a name and address of an individual in Lowry City was discovered in the trash. Contact was made with the individual who advised Kottwitz hauled off multiple bags of trash from the residence.

July 11-  St. Clair County deputy arrested Jessika Peppers, 32, Osceola, on two Harrison County warrants for failing to appear in court.

One warrant charges Peppers with class E felony operating a vehicle on a highway without a valid license-third and subsequent offense. The other warrant charges Peppers with class B misdemeanor operating  a motor vehicle in a careless and imprudent manner, class B misdemeanor driving while intoxicated and class D misdemeanor possession of 10 grams or less of marijuana. All charges stems from a Missouri State Highway Patrol Troop H investigation on Feb. 22. The warrant was issued on May 24 and bond is set at $2,500.

A St. Clair County deputy arrested Bobbie Shull, 41, Chilhowee, on a St. Clair County warrant charging her with failure to appear in court on an original Appleton City ordinance violation of animal health and safety. The warrant was issued on March 16, 2015, and bond is set at $350 cash only. The charge stems from an Appleton City Police Department investigation on March 30, 2014.

July 12 – Criminal summonses were issued for Keith Richey, 59, Pleasant Hill, and Billie Blackburn, 47, Peculiar, charging them with class D misdemeanor stealing-value less than $150. Arraignment on the charges is set for Aug. 4 in the St. Clair County Courtroom.

Tyler Thomson, 25, Independence, was arrested on a St. Clair County warrant for failing to appear in court on class B misdemeanor driving while intoxicated. The warrant was issued on April 14 and bond is set at $750 cash only. The charge stems from a Missouri State Highway Patrol investigation on July 4, 2016.

Andrew Strotkamp, 27, Humansville, was arrested on a St. Clair County warrant for failing to appear in court on original class C felony charges of endangering welfare of a child-first degree and abuse or neglect of a child. The warrant was issued on April 3 and bond is set at $10,000 cash only.

The original charges stem from incidents on Sept. 1, 2014, when a St. Clair County Sheriff’s office and Missouri Department of Social Services Children’s Division investigation discovered Strotkamp grabbed a juvenile, held them down on a couch and punched them in the face with a closed fist.         

July 13 – Oleyesa Tiegs, 25, Joplin, and Lisa Benton, 35, Belton, were arrested on St. Clair County warrants charging them with class C felony delivery of controlled substance, class D felony delivery of a controlled substance to a county jail, and class D felony possession of a controlled substance. Bond is set at $20,000 cash or surety in each case.

The charges stem from a St. Clair County Sheriff’s office and Mid Missouri Multi Jurisdiction Drug Task Force investigation on July 11. Tiegs and Benton were scheduled to visit different inmates and deliver MP3 players to them. During the investigation narcotics were found concealed inside the MP3 players that were attempting to be delivered as well as on their person. Osceola Police Department assisted with the case.

July 14 – Melissa Bullock, 50, Osceola, was arrested on a St. Clair County warrant charging her with two counts of class D felony possession of a controlled substance and class A misdemeanor unlawful possession of drug paraphernalia. Bond is set at $15,000 cash or surety.

The charges stem from a St. Clair County Sheriff’s Office and Mid Missouri Multi Jurisdiction Drug Task Force investigation on July 12 when a search warrant was executed at Bullock’s residence in the Shady Acres Trailer Park, Osceola. While executing the search warrant a plastic bag containing a crystalline substance was located on top of a dresser underneath a jewelry box.  A glass pipe with a crystal and white powder substance inside of it and an orange pill later identified as an Alprazolam were located in the dresser. The substance inside the plastic bag and the glass pipe both field tested positive for the presence of methamphetamine.
