Life- long Cedar County resident and former school teacher, Luella Phipps, will celebrate her 95 birthday next week. Luella was born on Nov. 16, 1926, and began teaching in 1944. She taught in one-room school houses in Cedar and St. Clair Counties and finished her teaching career at the El Dorado Springs R-II School. Please
