W.I.N.G.S. Refuge serves all of Cedar County and the surrounding areas. It began in 2007 in Osceola, by assisting women who were coping with domestic violence situations. Temporary lodging, food, clothing, transportation and court assistance was provided.

In 2010 the A.R.C. of Hope Women’s Domestic Violence Shelter became part of W.I.N.G.S. Refuge. The home has eight bedrooms and both women and their children can participate in the program. The A.R.C. of Hope is the only faith based shelter in the area and integrates prayer, faith and church as part of their program.

Prayer and faith have been proven to help facilitate healing both emotional and physical. Over 51,000 adults, youth and kids received domestic violence services in the state of Missouri alone. And 20,000 victims were turned away from shelters in Missouri last year because they were full.
