Met with Evan Lewis, Great River Engineering

Lewis provided an update on CR752 bridge replacement. Reaching the tail end of permitting approvals, MODOT is complete but other state offices are the holdup, next will be approving right-of-way. Plans are currently about 80% complete and should be resolved by year end. Anticipate construction to begin early summer 2024.

RFQ will be required for CR1320 Hopewell bridge construction to adjust for the hairpin curve due to over $100,000 cost. More rights-of-way may be needed to straighten out the road. Waiting to do RFQ until later.

Resident stopped in to report CR1260 needs shaping before gravel is applied.

Met with DJ Ford, Road & Bridge Supervisor

Discussed county road maintenance. Ford will check out CR1260. Ford also requests the decking be saved from Hopewell Bridge when it is ready to be replaced as this can be utilized for patching on other bridges. Pursuant to RSMO 229.150, a crew has been sent out to remove the gate that was illegally placed across CR1450 after ample opportunity to remove it was provided.

Met with Sheriff McCrary

Has a meeting scheduled with Polk County 911 to discuss utilizing them for emergency dispatch services if staff is short for a shift.

Met with Ty Gaither to view the updates to the City Police Contract draft. Gaither will make more adjustments as requested by the commission before submitting it to the City of Stockton.

Resident stopped in to request road maintenance on CR1200, some work has been done on it but there are some areas that still need gravel.

Reviewed a request from a local resident to re-establish what is believed to be an abandoned road extending south from CR500 to an existing section of CR2251 off of N HWY, after reviewing plat maps from 1908 to 2022, it was determined that this section of “road” has never been a county road. While it may have been used by locals for traveling, there is nothing for the county to re-establish.

Resident called to inquire whether CR2000 is a county road going into Stockton Lake, and CR1527.  CR2000 is a county road, CR1527 is a private road. He was referred to Rowland Special Road Commission for further inquiry.

Resident stopped in to inquire about how to establish a cemetery on family property. Clerk York will get back with him on guidance.

Received a plat for Arrowhead Estates submitted by J&H Land Services. The plat will be submitted to Chris Young, Environmental Specialist for his review before approval may be granted.

Requests to process court order #29313-29344 to add-on the assessed valuation of newly purchased

personal property. Morton submitted a sample from a Class 1 county as an example in discussion on SB190 options. Cedar is a Class 3 county, so the tax comparison scenarios are incomparable at this time. The Commission is currently only aware of Class 1 or Class 2 county’s adopting ordinances pertaining to SB190 as there are still too many variables present in the law with limited clarification. This law does not eliminate taxation for seniors but may provide a reduction in taxation. This law may apply to one spouse while living, but if the other spouse does not fit the qualifications, the tax reduction would be removed until the living spouse were to qualify. The Commission are continuing to monitor the limited guidance that is being provided and are considering ordinance variations.

Met with Ty Gaither, Prosecuting Attorney

Viewed updates to the City Police Contract draft. Gaither will make additional corrections as requested by the commission before submitting it to the City of Stockton, this is expected to be the final draft. Gaither requests closed session for personnel concerns.

Met with Mikayla Neil, University of Missouri Extension Office

Submitted monthly report of activity. The YPA position is available for 28 hours a week. Anyone interested may reach out to the Cedar County University Extension Office.

Conference call with Sheriff McCrary

McCrary has been asked by the City of El Dorado to fill in on shifts that can’t be covered at this time due to being short staffed. McCrary will work on a cost to submit to the city before covering the shifts until new staff can be hired. It is unknown how long this service will be needed but is a temporary option.

Met with DJ Ford, Road & Bridge Supervisor

Discussed county road maintenance. Ford has scheduled an interview for next week.

Rusty Norval stopped in to discuss the update on the radio tower between the ambulance district and the county that will be located on private property. It has been turned over to Attorney Travis Elliot to prepare a lease agreement. The landowner requires $1 per day with access in and out of his property, up to a 20-year contract, with a review every 5 years.

Met with Cheryl Thornton, Psychologist

Appointed to a MAC Steering Committee for mental health. She will attend a meeting in Cedar County in May 2024. Sequential Intercept Model (SIM) is a resource for jails that she is doing research on at this time to see if it will benefit our jail. SIM is an outside company to that assists in reinstating services for inmates that have been participating in these programs outside the jail. Cheryl will be attending a Zoom meeting later this week for further education on the matter.  

Conference call with Chris Young, CCHD Environmental Specialist

Received an update on current sewer/septic violation concerns. Young will submit Arrowhead Estates approval letter for next week’s meeting.
