The Cedar County Commission met April 27, 2020. Present were: Marlon Collins, Presiding Commissioner; Don Boultinghouse, Northern Commissioner; Robert Foster, Southern Commissioner; Heather York, County Clerk.

Met with Chad Pyle, Assessor

Requests to process court order 25438-25447, to add-on the assessed valuation of newly purchased personal property.  Signed Assessor quarterly report of expenditures.

County Commission reviewed the social distancing order #2020.03.30.002 and determined that they will allow the courthouse to reopen to public access on May 4, 2020 with exception of the Circuit Court.

Met with Sheriff James McCrary

Weekly Report of Inmate Housing: 41

Discussed parking garage cleaning project completion, standing water that was found on the northwest corner was due to a plumbing leak, repaired this week, and water leaking on the southeast corner occurs after large rains and is due to foundation settling.  Commission tabling discussion on the southeast corner at this time.

Discussed plans for future on patrol cars.  Sheriff McCrary hopes to trade in units purchased in 2018 before they reach 80,000 miles; all are approaching 50,000 at this time.

Discussed plans for future to add a boat to the fleet so we don’t have to wait to use an available boat from the Corps of Engineers or Water Patrol.  Also intends to purchase a UTV.  Both items will be purchased from special fund accounts, not LEST or Jail funds.

Discussed adding a stamp to all invoices for him to ID where expenses are to be paid out of in order to streamline the process between his office, the treasurer, and county clerk’s office.

Local business owner called in to check the status of the social distancing order and whether his temporary modifications would still be acceptable use through May 3, 2020, the commission agreed no change at this time and that May 4, 2020 they still advise social distancing but expect Governor Parsons to expand activities to businesses again.

John Howard, Foley Equipment called in to set time and date for a motor grader demo.  Commission advised to follow up with DJ Ford.

Met with DJ Ford, Road & Bridge Supervisor

Discussed motor grader demo set for May 11, 2020.

Completed gravel placement for the CART agreement with Missouri Conservation Department.

Discussed schedule of pipe placement on CR935, CR601, and review a site on CR680.   

Discussed the intermittent starting problem on the Ford pickup, commission advised taking it to a mechanic shop for diagnostic repair.  Quarries still not crushing rock until first of May and mid to late May, and delayed arrival of MAC dump truck.

Commission signed Easement Deed on county property at Cowan Bridge on CR400.

Commission reviewed monthly reports from CCMH, and Prosecuting Attorney fund status report for the prior quarter.

Commission watched Governor Parsons live report of the current COVID-19 status and the Phase 1 implementation of the Show Me Strong Recovery Plan.

Bills and payroll were approved.
