The Cedar County Commission met June 14, 2021. Present were: Marlon Collins, Presiding Commissioner; Don Boultinghouse, Northern Commissioner; Ted Anderson, Southern Commissioner; Heather York, County Clerk.

Met with Chad Pyle, Assessor

Requests to process court order #26760-26770, to add-on the assessed valuation of newly purchased personal property.

Met with Mikayla Neil, University of Missouri Extension

Gave an update of monthly activities for 4-H programs and other youth programs.

Resident stopped in to report thistles off of Morgan Drive again.  Landowner was contacted and stated that one field was cleared last week, and they are working on more this week.  Commission later went out to view this site and confirm the landowner’s statement.

Sheriff presented rough drawings of the new addition that is being requested for additional office space and conference/training room for the sheriff staff.  Estimates $300 p/square foot for a 2000 sq ft addition.  Commission will look into and discuss at a later date.

Sheriff is working on preparing the three old patrol units for auction on an auction site; batteries may be needed, and lettering must be removed before sale. One unit was donated by another county; clerk will research proper disposal method for this unit.

Residents stopped in to address paving the ends of concerns 100 yds to the west off of Morgan Drive. County commission explained that this would be at the decision of Stockton Special Road District and/or City of Stockton depending on location of the segment of road in question.

Resident stopped in to address the need to replace a bridge on CR725 and to finish a repair that was begun at the corner of CR725.

Commissioners contacted DNR to check the status of the report of trash being dumped at Airport Village; DNR had already been on site and were trying to contact property owners.

Reviewed an invoice for legal services from Jeffery Law Group for professional services in preparing documents for the Clemons CAFO Permit.  Approved payment, but reimbursement will need to come from Clemons application fee and as it currently exceeds the fee received.

Met with Peggy Kenney, Treasurer

Submitted monthly sales tax report to Commission.  Revenues are up beyond normal for June, she will check with DOR to make sure they are correct.

Met with DJ Ford, Road & Bridge Supervisor

Cat Grader repair was reported to be started today.

Graders on west side of county is at CR800 & CR651, grader on east side of county is on CR500 headed south, and mower is on CR752.

Discussed CR01 road maintenance belongs to Vernon County

Received complaint on CR701 of large rock; a larger rock base for this location was necessary for better maintenance and will settle after a good rain. Received complaint on CR1370 needing repair; it was reviewed but no repair was necessary.

Resident requested installing a building in the right of way on CR2251 that was abandoned, and CR850 road grading.

Commission went to review a box and a culvert at CR1225, thistles located off of Morgan Drive, and to see if Mrs. Tidwell was available concerning a waiver for the upcoming CAFO hearing.

Motion by Anderson to renew the appointment of Don Boultinghouse to represent Cedar County at the Kaysinger Basin Economic Development District, Board of Directors, second by Collins.  Collins – Yes, Anderson – Yes, Boultinghouse – Abstained

Motion by Boultinghouse to renew annual membership with Quad-Lakes Solid Waste, second by Anderson. Collins – Yes, Boultinghouse – Yes, Anderson – Yes

Signed sales & use tax exemption certificate for Purcell Tire & Rubber Company.

Bills and payroll were approved.
