The Cedar County Commission met June 21, 2021. Present were: Marlon Collins, Presiding Commissioner; Don Boultinghouse, Northern Commissioner; Ted Anderson, Southern Commissioner; Heather York, County Clerk.

Requests to process court order #26771-26778, to add-on the assessed valuation of newly purchased personal property.

Sheriff will work on getting the last of his COVID related expenses turned in this week.

Sheriff discussed renewal of City of Stockton Police contract.

Sheriff has rough drawings of the new addition that is being requested for additional office space and conference/training room for the sheriff staff.  Estimates $300 p/square foot for a 2000 sq ft addition.  Commission will look into and discuss at a later date.

Residents called to request cleaning up down trees on CR2301; there is currently a crew working in that area.

10:00 a.m. CAFO Hearing was to be held concerning the Clemons CAFO application.  No one was in attendance.  Hearing tabled until discussion with Attorney Jeffery.

Bids were opened from Connell Insurance Inc in the amount of $75,880 and Mid-Missouri Insurance Agency Inc. in the amount of $101,054.

DJ Ford, Road & Bridge Supervisor not present this week.

Resident called in to report a road washout near Fairview Church on CR850.  Road and bridge were contacted to repair.

Conference call placed to Attorney Travis Elliott concerning ARPA funding and if the state is closer to setting firmer guidance.  Travis reported that he and his staff are still sorting through all that they have, things are still changing and that his office will not be able to use the same forms as with Cares Act Funding because the rules are different.  The state is still taking recommendations through July 16th so the commission does not intend to apply for the funding until after that time frame.

Arlo Rupke, Emergency Management Director stopped in to report that there are still no applicants for the Local Emergency Planning Commission vacancy that is currently available.  Due to new regulations, an EMD can no longer hold both that position and an LEPC position in order to prevent the comingling of the separate funds.  Arlo will conclude his LEPC work June 30, 2021.

Resident stopped in to report CR1250 needing maintenance.  Road and bridge missed this location when in the area.

Resident stopped in to inquire as to proper disposal for thistles, cutting is acceptable.

Lynden Kenney stopped in to inquire about ARPA funding for Ray Zumwalt Expo Center to improve water lines, air conditioning, and a few other items.  The commission will notify the public when funding is in place.

Signed credit release authorization for Lighthouse Machinery.

Youth fair turned out well, sales were up.

Resident stopped in to inquire as to county’s policy on paying taxes on someone else’s property.  Resident had been abiding by the adverse possession law and has been paying the taxes on this property for the past 5 years.  Ty Gaither is researching state statutes.

Jim will ask to be added to the agenda for the next City board meeting to discuss City of Stockton Police Contract.

Residents stopped in to report the roads are the best they have been in a long time.  Wagoner road still needs a little more work but he knows we can’t do it all in one trip.  Crowns being put back in the roads are helping.  Asked for area at his driveway to be checked.

Discussed road maintenance needed on CR475 (this is a continuous problem spot due to the residence driveway that forces water into the road instead of the sides of the driveway).

Mac Truck parts have finally been received and installation began today.  Brush cutter located at CR1601 currently.

Resident stopped in to request brush cutting on a section of CR500.

Nora Powell, Coroner stopped in to discuss mileage and county car unit needing repair.

Signed 2021/2022 Work Comp Commercial Insurance Application with Missouri Employers Mutual.

Reviewed an easement agreement from Sho-Me Power, tabled for next week.

Signed BRO-B020(18) progress invoices #16 and #17 for the CR1620 Bridge over Bear Creek.

Reviewed monthly report from Cedar County Prosecutors Office.

Discussed pursuing remonumentation program with the state.  Will talk to the surveyor and assessor to see where we ended in the past and to see if the surveyor has the time to work on it.  Clerk will set up a time for them to meet with the commission.

Clerk asked the commission if we could return the Independence Special Road District to the County application for the Missouri Department of Conservation, these were separated several years ago due to misrepresentation from a resident but it is creating double the work for the clerk with no additional benefit to either entity being separated.  The commission is agreeable if the special road district will prepare a letter requesting the merge.

Received a road complaint on CR900 near Double J Arena, car dragging.

Requested Ty prepare a couple of letters for them.  He will return in the afternoon as he is preparing for court in Dade County.
