Bid Opening for new bridge at BearCreek started at 10:00 a.m. Aspen from Great River Engineering attended. 6 Bids in total. Bids were sent with her to double check figures & look over.

Discussed Bear Creek Bridge bid opening from last week, and soft match with Pike County. Signed Project Data & Certification for Soft Match Credit on Bridge#07600151, and Exchange of BRO and Soft Match Credit granting $100,000 of our BRO funds to Pike County in exchange for $133,333.33 in soft match credit from Pike County to Cedar County.
Met with Erik Stevens, McBride, Lock & Associates for entrance interview to begin the 2020 financial audit. Commission provided questionnaire responses.

Discussed SB391 and its current status. We are hoping for an answer from the court on August 20, 2021 when the next hearing is scheduled. Collins explained how the implementation of the CAFO ordinance was requested by the local public, mostly by local farmers when it was implemented in 2016. Boultinghouse added that the permitting process is working, and that the 1⁄4 mile setback from occupied dwellings is reasonable.

Met with Ben Vickers, Kaysinger Basin Economic Developer for Vernon County
Offered assistance since Nick Allison has resigned.
Ben has visited with Bountiful Enterprises who has requested assistance with possibly establishing a special road district in their area.
Ben recommended considering a tourism tax for infrastructure, we are growing in air b & b’s; bed taxes would only be charged on hotel/motel/bed & breakfast rentals.
Commission discussed a request from the Cedar County Library Board for consideration to be included in the county’s health insurance plans. While the Cedar County Commission sympathizes with the boards need to acquire health insurance for the libraries staff, and how costly this can be, the Commission does not feel this is an option the county can offer due to a number of concerns, but most specifically relating to payroll processing.
Commission reviewed a letter from Attorney General of Missouri Eric Schmitt concerning opioid epidemic.
Commission reviewed monthly reports from Recorder of Deeds, Sheriff, and Circuit Clerk’s Offices.
Bills and payroll were approved.
