The Cedar County Commission met September 13, 2021. Present were: Marlon Collins, Presiding Commissioner; Don Boultinghouse, Northern Commissioner; Ted Anderson, Southern Commissioner; Heather York, County Clerk. 

Met with Chad Pyle, Assessor

Requests to process court order #26891-26894, to add-on the assessed valuation of newly purchased personal property. 

Met with Sheriff James McCrary

Inmate Housing = 69

Provided police contract with City of Stockton with the 3% increase set in the contract several years ago. 

Mikayla Neil, University Extension

Workforce Development Board have begun closing offices, in the process they have asked University Extension offices to host times for the public to come in and apply for jobs on a designated computer.  Provided a copy of the Population Trends in Missouri and Its Regions prepared by the Labor and Workforce Development Program Business & Community Extension   

Tom Long, Rowland Special Road District, stopped in to request road signs in his special road district due to repeated incidents of theft. 

Motion by Boultinghouse to adopt Anthem $2,000 deductible, 80/20 plan for health insurance proposed by Connell Insurance, second by Anderson.  Anderson – Yes; Boultinghouse – Yes; Collins – Yes

Met with DJ Ford, Road & Bridge Supervisor

Need signs at CR1851 & CR1650, graders are running, but doing a lot of ditch repair as roads are in need of moisture to do proper grading, with culvert maintenance needed on CR151 & CR550.    

Commission reviewed a Bid Award Summary of Estimated Cost for BRO-B020(18) submitted by Julie Zibert, MODOT.  Verified figures reflected in the accepted bid from Gene Haile Excavating Inc.  Contacted Aspen Williams, Great River Engineering to see if a date had been set for construction planning with the contractor, Aspen was going to follow-up with the contractor again.

Commission completed a Project Satisfaction Survey for Great River Engineering on the Myers Bridge Project that has been completed and final payment was issued today.

Resident stopped in to discuss whether a segment of CR275 had been closed, and the process of a road closure.  Assessor is out of town this week, resident will visit with the Assessor at a later date if he decides to proceed.

Motion by Anderson to adopt the annual City Tax Collection Contracts pursuant to RSMO 50.332 for Village of Jerico Springs, Village of Umberview Heights, and City of Stockton, second by Boultinghouse.  Anderson – Yes; Boultinghouse – Yes; Collins – Yes

Commission reviewed monthly report submitted by Cedar County Health Department.

Bills and payroll were approved.

Project scheduled to begin November 2021.

Aspen Williams, Great River Engineering presented an option from MODOT for the BEPS program, no cost to the county.  Usually saves about $4,000-$5,000 in engineering work.  Commissioners would like to add Turkey Creek Bridge Project #1070004 on CR752 to this program.

Resident stopped in to report a hole across the road from the mailbox that is eroding into the road on CR625.  Concerned someone will run off in the hole if they don’t realize it’s there.  Requests a warning sign until repaired.

Conference call with Bob Lewis, Simmons Bank, and Peggy Kenney, Treasurer to discuss new process for Bank Depository agreements.

Received a THANK YOU from Tom Long, Rowland Special Road District for Cedar County Road & Bridge prompt response.

Met with Charles Laub for Cedar County Road & Bridge interview, commission hired him to start on 10/04/2021.

Met with DJ Ford, Road & Bridge Supervisor

Need signs at CR1100, and CR1326.  Discussed need for repair at CR625.  Reviewed weekly activity report.

Reported a lawsuit filing by an inmate; submitted to insurance.  Discussed time clock policy changes.

Discussed Filing Fee Changes pursuant to SB 631 (2020)

Discussed MU Extension Office Partnership between Regional Workforce Development Board and county Extension Offices.  The County Commission feels this decision should be left to the local MU Extension Board, not the County Commission.

Commission reviewed weekly MAC legislative and MAC Courier reports, and monthly report submitted by Cedar County Sheriff Office.
