The Cedar County Commission met November 01, 2021. Present were: Marlon Collins, Presiding Commissioner; Don Boultinghouse, Northern Commissioner; Ted Anderson, Southern Commissioner; Heather York, County Clerk.

Met with Chad Pyle, Assessor

Requests to process court order #26961-27008 to add-on the assessed valuation of newly purchased personal property.  Requested a court order change on Parcel# 09-0.9-29-000-001-021.00 as the mobile home was burned in 2020 and was left on the assessment in error.  The Cedar County Commission agreed to the 2021 Real Property Court Order.

Met with Mikayla Neil, University of Missouri Extension

Thanked commission for approving the salary increase to a 28 hour YPA for the 2022 budget year.  Submitted monthly report of Cedar County Extension and 4H activities.    

Met with Treasurer Peggy Kenney

Discussed bank contract corrections that needed to be made that we have been waiting on.  Also discussed the need to move political subdivisions from paper checks to electronic payments for disbursements due to the additional costs that we will be paying from on the bank contract from now on.

Joe Phillips stopped in to make sure the commission received the latest invoices for the Senior Tax Board. Bills were submitted to the Treasurer Peggy Kenney for payment.

Met with David Bozarth, Cindy Malone, and Katie McGee for concerns about the Cedar County Memorial Hospital (Katherine Skopec from Cedar County Republican was also present.)

The group wanted to clarify contradictions between CCMH board minutes and gossip being spread.  Malone presented a photo example of how the staff are being required to wash hands for sanitation during the boil order.  Bozarth referenced Chapter 205, Section 190 needed to be reviewed by the commission to set wages for the CEO. Malone feels the hospital should be sold to someone larger i.e. CMH for better management.  McGee has medical knowledge as a healthcare professional and sees a serious problem with improper cleanliness/sanitation procedures being practiced.  McGee also has concerns with being locked out of ER with only door bell access but is not always being manned.  McGee recommends new management, not selling the hospital, does not want a scenario like Osceola.  Malone asked procedures for a recall of a board member; county clerk will research and get back to Malone.  The commission agreed to go back and reread RSMO 205 to make sure they were following it.

Met with DJ Ford, Road and Bridge Supervisor

Maintenance is needed on CR800 off of J Highway, and CR480 needs gravel.  Checked on complaint of CR900 complaint from last week, pothole was filled.  Replaced turbo in the CAT grader.

Met with Ty Gaither, Prosecuting Attorney

Gaither is taking steps to file suit against the Airport Village for improper disposal of waste.

Met with Sheriff James McCrary

Camera system is obsolete and is starting to go bad, one of the pods is out.  A year ago he got a quote for around $60,000 to replace all of the camera systems.  New consoles would be $75,000 each for two.  He is also still requesting an addition to add a separate dispatch pod from the jail control room.  They currently have no training room available, no storage, 2 to 3 more offices are needed, and the roof needs repair.  Lakeside is coming to put new tile in the bubble and the booking room instead of the carpet.

Commission left to check report of a new chicken barn site; the number of chickens are below the ordinance guidelines.

Commission viewed weekly reports from MAC, monthly reports from the Circuit Clerk’s, and Sheriff’s Offices.

Commission viewed an email from Travis Elliot concerning new ARPA guidance deadline extended to January 31, 2022.

Commission signed the new group dental plan contract that was previously approved, effective October 1, 2021.

Bills were approved.
