The Cedar County Commission met April 24, 2023. Present: Kenneth Thornton; Presiding Commissioner; Don Boultinghouse, Northern Commissioner; Ted Anderson, Southern Commissioner; Heather York, County Clerk.

Met with Assessor

Requests to process court order #28760-28769 to add-on the assessed valuation of newly purchased personal property.

Resident stopped in to report CR1700 is in the best shape he’s seen in 40 years.

Resident called to report concern of a neighborhood chicken barn that is reported to be selling at auction to turn it into a marijuana grow house.  At the moment there is one marijuana facility in Cedar County in a different capacity.  There are different state licenses required for different types of facilities.

Met with Sheriff McCrary

Reports inmate housing is remaining low between 20-30.

Commission participated in a MAC webinar concerning the Opioid Settlement Funding that will be received over the next 18 years.  This will be small sums of money for a long period of time.  MAC attorney Travis Elliot provided guidance on handling funds.

Met with DJ Ford, Road and Bridge Supervisor

Reviewed where graders are in the county.  Resident called in to report some erosion on CR300.  Plans to put gravel on CR801 soon.

Cedar County Library Board Co-Directors Dr. Shannon Snow and Kim Schmid stopped in to invite the commission to the library board meeting tomorrow and to give an update on the hiring status and the return to full hours set for May 1, 2023.

Received a follow-up call from Bob Clark with Roeslein Alternative Energy LLC, no decisions have been made.  Reviewed the list of counties that work had been completed with.  Contacted Vernon County Commission to discuss whether they had approved their end of the project that Roeslein is trying to do with them; no approval has been granted yet, they are waiting for more information.  Contacted the other counties on the list but none were available.  Called Don Sager, Grundy County Commissioner to discuss their experience; they are in the middle of a project with them and seem satisfied with the results so far.   The Cedar County Commission are weighing options.  The proposed agreement would include a one-time fee payable to the county measured by linear feet.  The Commission are considering counter offering a lifetime fee, if they decide to participate.

Submitted letter to Tom Williams concerning the petition to change the mail route address from Humansville to Stockton.  The USPS provided a copy of Article 6172 which directs this petition and request to the rural post offices that would be impacted by this potential change.

Approved the first reimbursement invoice for BRO-B020(19) with MODOT/Great River Engineering.

Approved FY2023 CART agreement for Conservation Area aggregate.

Approved payroll and accounts payable.

Kaysinger Basin Regional Planning Commission was unable to attend due to illness.

Cindy Malone was unable to attend due to illness.
