The Cedar County Commission met May 30, 2023. Present: Kenneth Thornton; Presiding Commissioner; Don Boultinghouse, Northern Commissioner; Ted Anderson, Southern Commissioner; Heather York, County Clerk.

Met with Assessor Staff

Requests to process court order #28834-28845 to add-on the assessed valuation of newly purchased personal property. The commission are considering options for the repair of the 2004 Nissan Titan King Cab truck.  They hope to make a decision soon on whether to repair or replace the truck.  The commission received a notice of resignation for the PT Field Operator effective 6/28/23.  An ad will be posted for the position.

Met with Sheriff McCrary

Inmate Housing – 26

McCrary reports a busy weekend but not too much trouble. He reports a fire occurred in the sally port motor of the jail; it was not being used at the time.  An estimate of $2,200 has been quoted for the repair.  He reports the car that was sold to Dade County is ready to send and the Explorer will soon follow.

Motion by Boultinghouse to approve the recommendations of the library board to fill the remaining unexpired term of Kent Fortney by Carole Rickman for 1 year, leaving Carole Rickman’s expired term to be filled by Bennie Salkil for 4 years; second by Anderson.  Anderson – Yes; Boultinghouse – Yes; Thornton – Yes

Motion by Anderson to approve the recommendations by Mid-Missouri Insurance received because of the recent loss control visit advising to increase the courthouse building coverage by $1 million dollars now with an additional increase at renewal to bring the coverage from $2,965,747 to $5,617,234 at renewal, and to increase the road and bridge maintenance barn from $220,646 to $432,000; second by Boultinghouse.  Anderson – Yes; Boultinghouse – Yes; Thornton – Yes

Met with DJ Ford, Road & Bridge Supervisor

Ford reports the crew is currently replacing the decking on the bridge on CR1001.  Checked out CR701 for request of maintenance; maintenance was also requested for CR550.  Without enough rain, road grading is creating more dust, so they are only working one side at a time.  Ford hopes to place new decking on bridge #4910011 on CR1125 later this week or next.

Chris Young, CCHD; Aaron, and Edith Todd with DVHS

Young has asked for assistance from the state on a few of the properties we have concerns with sewer and septic.  State and county deal with human waste issues, DNR deals with animal waste issues.  Notice of Violations will be sent to the legal property owners, and later to residents leasing to own.

Anderson reported concerns from multiple staff complaints of the front door needing repair or replacement due to difficulties in getting it unlocked; the latest complaints were last week when it took nearly half an hour to get it open.  The commission agreed it was time to replace it as it has been repaired so many times, the repairs are only holding for short periods of time.   Santa Paula Awning was called to check availability.  Effort will be made to maintain the integrity of the original courthouse design, the transom should be able to be retained, but door options may be limited to provide proper handicap accessibility.
