The St. Clair County Commission met Wednesday, March 8, with Robert Salmon, presiding commissioner; Leroy Strope, north commissioner; Gerald Williams, south commissioner and Marian McCaslin, administrative assistant present.

Consensus was to change Road and Bridge hours and work week effective March 13, 2017, to four days per week, Monday through Thursday, 10 hours per day, 7 a.m. to 5:30 p.m.

The Commissioners spoke with Prosecuting Attorney Josh Jones regarding a non-maintained county easement in the Taberville area.

Road and Bridge Supervisor Cole Cochran and the Commission discussed dump truck repair, motor grader locations, pipes and pipe installations and road signs. They discussed ordering plastic pipe.

The Commissioner and Road and Bridge Supervisor Cole Cochran discussed motor grader locations, equipment, pipes and pipe installations.

Materials bids for Road and Bridge Department were opened beginning at 10 a.m.

Corrugated aluminized pipe and ADS HP storm plastic pipe bids: Commissioner Strope made a motion to accept the bids from Viebrock Sales and Service, LLC for corrugated aluminized Pipe and ADS HP storm plastic pipe. Motion carried.

Rock bids: Presiding Commissioner Salmon made a motion to accept the bids from Ash Grove Aggregates, Inc. from April 1, 2017, to March 31, 2018, for rock (aggregate materials). Motion carried.

Grader blade bids: Presiding Commissioner Salmon made a motion to accept the bid from Dowd Supply Company for grader blades. Motion carried.

Sheridan Garman-Neeman, St. Clair County economic developer, was in to update the Commissioners on Economic Development in the County. Farmers Markets, to be located in the area, were discussed.

Commissioner Strope spoke with Scotland County Commissioner in regards to acquiring Soft Match Credit for the B.R.O. program.

The St. Clair County Commission met Monday, March 20, with Robert Salmon, presiding commissioner, Leroy Strope, north commissioner, Gerald Williams, south commissioner, Debbie Peden, county clerk and Marian McCaslin, administrative assistant.

Commissioner Williams made a motion to renew the membership dues with Quad Lakes Solid Waste Management District for year 2018. Motion carried.

Due to the resignation of the Courthouse Custodian Kevin Braddish, the Commissioners are advertising for applications to fill this position.

Commission met Wednesday, March 22, all present.

The Commissioner and Road and Bridge Supervisor Cole Cochran discussed pipes, roads, motor grader locations, rock and road signs.

The Commissioner discussed a non-maintained county easement in the Taberville area.

The Commissioners and Scotland County Commissioners discussed acquiring Soft Match credits for the B.R.O. Bridge program.

The Commissioner spoke with Kevin Sprenkle, Anderson Engineering, regarding a possible design on a future bridge.

A local citizen was in regarding right-of-way easement on NE 75 Rd.

CART Revenues received were $50,032.04. $35,931.30 was the portion going to Common Road District.

Out of these revenues, funds are allocated to the following Special Road districts:

Appleton City Special $2,492.56; Chloe Special $1,637.96; Collins Special $3,204.71; Hillsdale Special $1,637.96; Osceola Special $2,634.99; Vista Special $2,492.56.

Note: CART is County Aid Road Trust. This is the County’s portion of Missouri motor fuel tax, motor vehicle sales tax and motor vehicle license fee increases.

Commission met Monday, March 27, with all present.

Road and Bridge Supervisor Cole Cochran discussed with the Commissioners aluminized and plastic pipe, ordering pipe, motor grader locations and grading roads. Presiding Commissioner Salmon asked the Road and Bridge Department to block up the remaining basement windows so landscaping can proceed.

Commission met Wednesday, March 29, with all present.

The position of Courthouse Custodian was offered to and accepted by James R. Noakes.

An agreement was signed by Scotland County Commission and St. Clair County Commission for the exchange of B.R.O. Soft Match Credits for B.R.O. fund.

The St. Clair County Commission met Friday, March 31, with Robert Salmon presiding commissioner, Leroy Strope, north commissioner, Gerald Williams, south commissioner, Debbie Peden county clerk and Marian McCaslin, administrative assistant.

A signed letter was emailed to Darin Hamelink at MoDot regarding a transfer of Soft Match Credits with Scotland County for a B.R.O. bridge project.

Rhonda Shelby, St. Clair Co. treasurer, reported on a quote for a new computer for her office as the present one failed to work. The consensus was to purchase a new computer.
