The St. Clair County Commission met Monday, June 27, with Presiding Commissioner Robert Salmon and Northern District Commissioner Leroy Strope present, and Southern District Commissioner Gerald Williams absent.

The Commission and Road and Bridge Supervisor Cole Cochran discussed roads, culverts equipment and equipment repair.

Local Citizens were in requesting delineators be placed on a small box culvert on NW 500 Rd.

Pamela Guffey, county collector, gave a presentation on the property Assessment Clean Energy Act. It is the consensus of the Collector and the Commission that there would be no benefit to the tax payer or the county concerning this matter.

A discussion was held with a vendor on the purchase of grader blades.

Commissioner Strope made a motion to approve and sign Certified Copy of Order of Tax Sale 2015 Over Plus redeemed by Ross Dimaggio to fulfill the redemption process for Dennis and Mary Ellen Burton. Motion carried.

The St. Clair County Commission met Thursday, June 30, with Presiding Commissioner Robert Salmon, Northern District Commission Leroy Strope and Southern District Commissioner Gerald Williams present.

The Commission and Road and Bridge Supervisor Cole Cochran discussed fuel tanks and pumps, concrete, pipe and installation and brush cutting. The Commission reported they had received compliments on the mowing done by the department.

Bids were to be opened at 10 a.m. on NE 1425 Rd. Bridge Rehab; however, no bids were received.

Commissioner Strope made a motion to approve Land Commissioner’s issue of deed to Charles Collins for a part of NE 1⁄4 or NE 1⁄4, Section 24, Township 39, Range 26, St. Clair Co. MO, meted and bounded as follows: Beginning 130 ft. East and 335 ft. South of NW corner of NE 1⁄4 of NE 1⁄4, Section 24, thence South 100 ft., thence East 90 ft., thence North 100 ft., thence West 90 ft. to place of beginning for a selling price of $516.50. Motion carried.

A telephone call was received requesting mowing on NE 775 Rd. The caller was referred to Osceola Special Road District as this is a road in their area.

Commission met Wednesday, July 6, with all present.

The Commission discussed the purchase of fuel tanks for the Road and Bridge Department and the Sheriff’s office and jail.

Northside Commissioner Leroy Strope reported on road conditions in the Northern part of the County.

Dennis Ayler called to report the condition of NE 1270 NE 1271 Roads and a request for gravel.

The Commission spoke with Dale Roberts, Road and Bridge Department, regarding work locations and matter elating to the department.

Debbie Peden, county clerk and budget officer, discussed with the Commission the six-month settlement presented by Rhonda Shelby, treasurer.

Assessor Gladys Smith introduced Tammy Machey the current State Technical Assistant for the Assessor’s office.

Sheridan Garman-Neeman, St. Clair County economic developer, presented an update and Website information on economic development for St. Clair County.

Commission met Monday, July 11 with all present.

The Commission and Road and Bridge Supervisor Cole Cochran discussed equipment, roads, culverts and bridge rehab on SE 1425 Rd.

The Commission and Missouri Conservation Agent Joe Coy agreed that if the Conservation Department would pay for the aggregate material, for a section of road on NE 75 Rd, that the county would hual the material.

No one appeared before the Board of Equalization.

Commissioner Strope made a motion to approve Tax Additions and Abatements #126 through #131. Motion carried.

Note: Tax Additions and Abatements are necessary where there is a correction, up or down, to assessment throughout the year. These changes must be approved by the county commission.

Sales Tax Revenues for May 2016, were $29,375.60. Sales Tax Revenues are down $1,046.43 compared to one year ago. Sales Tax Revenues for the year are up $6,326.02.

Upon correspondence received from the St. Clair County Library dated June 28, 2016, Presiding Commissioner Salmon made a motion to re-appoint Susan Brockus, for a term of four years, to serve on the St. Clair County Library Board of Directors with the term effective July, 2016. Motion carried.

Commissioner Strope made a motion to renew the contract with Kaysinger Basin Regional Planning Commission for service provided by the economic developer. Motion carried.

Commission Strope made a motion to renew the membership dues with Quad Lake Solid Waste Management District for Year 2017. Motion carried.

The Commission and County Clerk Debbie Peden discussed CART roads, maps and road mileage.

Note: CAT is County Aid Road Trust. This is county’s portion of Missouri motor fuel tax, motor vehicle sales tax and motor vehicle license fee increases.

The Commission viewed the outdoor Courthouse maintenance with Custodian Kevin Braddish.
