The St. Clair County Commission met Wednesday, Sept. 11, with Robert Salmon, presiding commissioner; Leroy Strope, north commissioner; Gerald Williams, south commissioner; Debbie Peden, county clerk and Lori Rowe, administrative assistant present.

The Commissioners and the road and bridge supervisor had a general discussion about road conditions and the locations of equipment.

Mike Keith met with the Commission to review the Count’s insurance needs for the upcoming renewal period. The preliminary figures reflect the County will get an increase of approximately 5% on next year’s premium.

Commission met Wednesday, Sept. 18, with all present.

St. Clair County Commission has been notified that the County will begin receiving a portion of the fees collected. The Missouri 911 Service Board has been collecting fees on pre-paid wireless services since Jan. 1, 2019, as defined in Section RSMo 190.460.

CART Revenues received were $62,090.43. $44,591.23 was the portion going to Common Road District. Out of these revenues, funds were allocated to the following Special Road Districts: Appleton City Special $3,270.05; Chloe Special $2,032.74; Hillsdale Special $2,032.74; Osceola Special $3,270.05; Vista Special $3,093.29.

Note: CART is County Aid Road Trust. This is the County’s portion of Missouri fuel tax. Motor vehicle sales tax and motor vehicle license fee increases.

The St. Clair County Treasurer met with the Commission regarding current interest rates received on Certificates of Deposit.

Teresa Heckenlively gave the Commission an update on activities in the county and funding being sought for safely equipment for Appleton City Emergency Agencies.

The Commissioners and the road and bridge supervisor had a general discussion about road conditions and the locations of equipment. A citizen called about a road problem on Old Hwy. 13, south of Collins. It was determined the issue was in Collins Spcial Road District. Collins Road Board was notified. The Surplus Komatsu Track Hoe will be auctioned on Purple Wave, which is an online equipment auction.

Commissioner Strope made a motion to approve the Land Commissioner’s Sale of Lots 112, 113, 114 and 115 at Twin Oaks Harbor to Nicholas Jones for $1,095.26; and the sale of Lots 42, 43, 44, 45 and 56 at Twin Oaks to Eric Henry Jr. for $1,907.94. All in favor, motion carried.

The Commissioners signed a contract with Renodry to install moisture eliminating equipment in the Courthouse Basement.

The Commission spoke with Lindsay Chaffin, of Great River Engineering about possible changes to the BRO program. The Commission is also in the proves of prioritizing the County’s upcoming bridge projects.

Collector, Pam Guffey, requested permission to destroy Real Estate and Personal Property paid records from 2013. Commissioner Strope made that motion with Commissioner Williams seconding. All in favor, motion passed.

Commission met Wednesday, Sept. 25, with all present.

The Commission met with Road and Bridge Supervisor Cole Cochran with discussion concerning road conditions. A Constituent met with the Commission and expressed the deficiencies of a bridge on NE 650.

Collector Pam Guffey requested permission to work towards putting past Real Estate Tax Books, Abatements and Personal Property Tax Books on microfilm. The Collector is working on a grant to pay the majority of the costs. The Commissioners approved.

The Commissioners met with Lindsay Chaffin, a representative of Great River Engineering, to discuss Guardrail repairs to the bridge on SW 326. Discussion also included plans for future bridge projects. Discussed was the deck replacement on NW 750.

The Commissioners had a general discussion about toad conditions and the locations of the equipment.

Several constituents called or left messages regarding SE 570. The Commission discussed upcoming bridge projects which will utilize the BRO program. BRO (Bridge Replacement Off System), is a program that gives Counties the ability to replace county bridges using Federal Gas Tax Monies along with County Funds to replace deficient bridges.
