ST. CLAIR COUNTY SHERIFF

Sheriff Scott Keeler reported deputies made 13 arrests and took multiple reports during the weeks of August 4 through August 11, 2020.

Arrests

Anthony Kraft- On Aug. 10, Anthony Kraft, 35, Urbana, was arrested on a St. Clair County warrant charging him with a class D felony rape in the second degree and a class E felony incest.

The charges stem from an ongoing St. Clair County Sheriff’s Office investigation.

Allyson Routh- On Aug. 10, Allyson Routh, 24, Gallatin, was arrested on a St. Clair County warrant charging her with a class E felony violation of order of protection for and adult-second offense. Bond is set at $2,500 cash only.

The original charge comes from the Osceola Police Department in December of 2019.

Patrick Decker- On Aug. 9, Patrick Decker, 30, El Dorado Springs, was arrested by a St. Clair County deputy on a class D felony receiving stolen property. Decker was placed on a 24 hour hold pending formal charges.

The arrest comes after the investigation into a stolen dirt bike, in June of 2020, lead deputies to Decker. Decker was in possession of the stolen dirt bike.

Sonny Haywood- On Aug. 8, Sonny Haywood, 40, Osceola, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Haywood was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Haywood was driving for an equipment violation. A K9 unit was called to the vehicle. The K9 did alert to the odor of narcotics. During the search, the deputy located three syringes, marijuana, and a plastic bag with a crystal like substance. The substance did field test positive for methamphetamine.

Bryan Crawford- On Aug. 7, Bryan Crawford, 63, Roscoe, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Crawford was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy was dispatched to a residence on SW Deepwater Street in Roscoe in regards to harassment. During the deputy’s investigation, a female handed a glass pipe to the deputy. A search of the residence revealed a glass plate and a broken light bulb that had a crystal like residue on them. Both items field tested positive for methamphetamine. Crawford admitted to the items as his.

Jon Ashinhurst- On Aug. 6, Jon Ashinhurst, 43, Stockton, was arrested on a St. Clair County warrant charging him failure to appear in court on a class A misdemeanor pursuing/taking/killed/possessed or disposed of wildlife illegally. Bond is set at $150 cash only.

The original charge comes from a Missouri Department of Conservation investigation in December of 2010.

Candis Greer- On Aug. 5, Candis Greer, 37, Osceola, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Greer was booked and released pending formal charges.

The arrest comes after the St. Clair County Sheriff’s Office and the Mid Missouri Drug Task Force executed a search warrant at the residence where Greer was located. During the search, a glass pipe with a crystal like residue was located.

Derick Greer- On Aug. 5, Derick Greer, 41, Humansville, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Greer was booked and released pending formal charges.

The arrest comes after the St. Clair County Sheriff’s Office and the Mid Missouri Drug Task Force executed a search warrant at the residence where Greer was located. During the search, a glass pipe with a crystal like residue was located.

Heath O’Toole- On Aug. 5, Heath O’Toole, 37, Springfield, was arrested on a St. Clair County warrant charging him with a class D felony possession of a controlled substance. Bond is set at $10,000 cash or surety.

The warrant comes after a St. Clair County deputy performed a traffic stop on the vehicle O’Toole was driving for a moving violation in June of 2020. The deputy was denied consent to search the vehicle. The deputy requested a K9 unit to respond to his location. The K9 performed an exterior sniff test of the vehicle and did alert to the odor of narcotics. A search of the vehicle revealed a small plastic baggie with a crystal-like residue in it. The residue did field test positive for methamphetamine. O’Toole did admit to the bag being his.

Jimmie Ross- On Aug. 5, Jimmie Ross, 76, Dexter, was arrested by a St. Clair County deputy on a Scott County warrant charging him with eight class C felonies theft/stealing. Bond is set at $50,000 cash or surety.

Casey Slaughter- On Aug. 5, Casey Slaughter, 36, Deepwater, was arrested by a St. Clair County deputy on two Cass County warrants for failure to appear in court and a Clinton Police Department warrant for failure to appear in court. Total bond is set at $894 cash only.

Mark Turner- On Aug. 5, Mark Turner, 37, Bolivar, was arrested on three St. Clair County warrants charging him with an unclassified felony for rape or attempted rape in the first degree, an unclassified felony for sodomy or attempted sodomy in the first degree, an unclassified felony for armed criminal action, a class b felony burglary in the first degree, a class D felony unlawful possession of a firearm, a class D felony domestic assault in the second degree, a class D felony stealing-motor vehicle/watercraft/aircraft, a class D felony tampering with a motor vehicle in the first degree, a class D felony tamper or attempt to tamper with a victim in a felony prosecution, and a class E resisting arrest/detention/stop by fleeing-creating a substantial risk injury/death to any person. Two warrants are no bond warrants. One warrant is $100,000 cash or surety.

The warrants come after a St. Clair County deputy was dispatched to a domestic disturbance on East Second Street in Appleton City. The deputy made contact with a vehicle matching the description given by the female victim. The vehicle and the driver took off at a high rate of speed and the deputy gave pursuit. The driver eluded the deputy. The female victim accused Turner of breaking into her residence, restraining her, and sexually assaulting her with objects.

Deputies collected evidence from the scene.

Kenneth Larson- On Aug. 4, Kenneth Larson, 48, Collins, was arrested by a St. Clair County deputy on a class B felony driving while intoxicated-habitual. Larson was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Larson was driving for a moving violation. Deputies on scene could smell the strong odor of intoxicants. Larson refused a field sobriety test and refused a breath test at the jail.

Stolen Property in Collins

On August 8, a St. Clair County deputy was dispatched to a residence on SE 1000 Road in reference to a missing mailbox. Upon arrival, the deputy took photographs of the mailbox post and attempted to locate the mailbox in the surrounding area. The deputy noted that it appeared to have been struck by a vehicle.

The deputy made contact with the owner, Bonnie Hurtado. Hurtado stated the mailbox was there on August 7 at 3 p.m. She didn’t notice it was gone until the postal employee brought the mail to her door and advised her that the mailbox was gone.

Burglary in Lowry City

On August 8, a St. Clair County deputy was dispatched to a building on NE Highway 13 in reference to a burglary. Upon arrival, the deputy spoke to David and Stephanie Shannon and John Jones.

Jones stated he was riding by the property and noticed the front door was open. Jones called the property owner to notify them. There was broken glass on the ground. The hinge on the lock was broken along with the door frame. It appeared the door was kicked in.

The Shannon’s stated it doesn’t appear that anything was missing. Estimated loss value was unknown at time of this report.

Burglary in Collins

On August 5, a St. Clair County deputy took a phone call from Barbara Ulbright in reference to a burglary. Ulbright stated she lives in Texas, but has a property in Collins. Ulbright stated she has a friend, Rodger Foster, that checks on the property for her. Foster advised Ulbright when he checked the property on Aug. 5, the back door had been kicked in and the house had been ransacked. Foster had sent pictures to Ulbright.

Ulbright stated two ladders, an antique china buffet, and four saddles were missing. Ulbright stated she would produce a detailed list when she returns to Missouri.

Estimated loss value is $4,400.

Tampering in Collins

On August 5, a St. Clair County deputy was dispatched to a residence on North Highway 13 in reference to tampering with a motor vehicle.

Upon arrival, the deputy spoke with Robin Wood. Wood stated when he returned to his shop he noticed the passenger door on his Dodge truck was open. He also advised the hood was closed after he had left it open. When Wood opened the hood, he noticed the battery was missing. Wood also observed a toolbox in front of the truck with a pair of leather gloves. Wood stated his Ford Ranger had the battery for it sitting in front of the Ranger. Under the hood of the Ranger, was the battery for his Dodge. Inside the Ranger, there was a knife in the driver seat along with the faceplate to the radio that had been removed.

The deputy collected evidence from the scene.
