ST. CLAIR COUNTY SHERIFF

Sheriff Scott Keeler reported deputies made 17 arrests and took multiple reports during the weeks of August 18 through September 1, 2020.    

Arrests

Ashley Miller- On Aug. 31, Ashley Miller, 32, Independence, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance, and a class E felony unlawful possession of drug paraphernalia-amphetamine or methamphetamine. Miller was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a check on a suspicious vehicle. The deputy made contact with the driver, Miller, and began their investigation. The deputy searched the vehicle. During the search, the deputy found a bag. The bag contained multiple syringes, a spoon with a crystal like residue, and two small plastic bags with residue. The residue field tested positive for methamphetamine.

Darrell Stevens, Sr.- On Aug. 31, Darrell Stevens, Sr., 62, Osceola, was arrested on a St. Clair County warrant charging him with a class B felony child molestation in the first degree. Bond is set at $25,000 cash only.

The charge comes after a St. Clair County Sheriff’s Office investigation.

Darnell Bowden- On Aug. 30, Darnell Bowden, 27, Kansas City, was arrested by a St. Clair County deputy on a class D misdemeanor driving while revoked/suspended. Bowden was placed on a 24 hour hold pending formal charges.

The arrest comes after a St. Clair County deputy was checking on a vehicle parked along the road. The deputy made contact with the driver. A record check showed Bowden had a suspended driver’s license with multiple prior convictions for driving while revoked or suspended.

Kevin Roy- On Aug. 30, Kevin Roy, 34, Springfield, was arrested on two St. Clair County warrants. The first warrant charges him with a class D felony tampering with a motor vehicle in the first degree, a class A misdemeanor resisting/interfering with arrest, detention or stop, a class B misdemeanor driving while intoxicated, and a class D misdemeanor unlawful possession of drug paraphernalia. Bond is set at $10,000 cash or surety.

The second warrant charges Roy with a class D felony stealing-motor vehicle/watercraft/aircraft and a class D felony burglary in the second degree. Bond is set at $10,000 cash or surety.

The warrants come after a St. Clair County deputy performed a traffic stop on the vehicle Roy was driving for a moving violation. Upon contact, the deputy observed Roy may be impaired. Roy admitted to having a couple of drinks. The deputy was preparing to perform a field sobriety test when Roy fled on foot. Deputies converged in the area to try and locate Roy. Deputies were unable to locate Roy.

During a record check, it was found that the vehicle was stolen out of Independence. Roy matched the suspect description given by the Independence Police Department. The stolen vehicle was searched and a camouflage pipe was located.

Eric Whitehorn- On Aug. 30, Eric Whitehorn, 44, Springfield, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Whitehorn was placed on a 24 hour hold pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Whitehorn was driving for an equipment violation. Deputies performed a search of the vehicle. A couple of pens were located in the driver’s door that had a white crystal like residue on them. The tubes field tested positive for methamphetamine.

Kimmie Wilkins- On Aug. 27, Kimmie Wilkins, 55, Appleton City, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Wilkins was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy and detectives from the Mid Missouri Drug Task Force were notified of drug activity on South Beech Street in Appleton City. Upon arrival, the officers spoke with Wilkins. A search of her purse revealed two plastic bags and a bag with marijuana in it. One of the plastic bags field tested positive for methamphetamine.

A search of Wilkins at the jail revealed a wallet that contained two plastic bags with a crystal like residue in it and a small bag with marijuana in it.

Misty Manning- On Aug. 26, Misty Manning, 35, Holden, was arrested on a St. Clair County warrant for a probation violation on original charges of a class D felony tampering with a motor vehicle in the first degree, a class B misdemeanor driving while intoxicated. Bond is set at $2,500 cash only.

The original charges stem from an investigation in November of 2019. A St. Clair County deputy was dispatched to Collins in regards to someone trying to steal a vehicle from Mike’s Wrecker Service. When the deputy made contact with Manning, they noticed Manning was stumbling. The deputy asked Manning if she had been drinking, Manning admitted she had been. While at the jail, Manning was unable to follow the directions to take the breathalyzer test.

Jennifer Petty- On Aug. 26, Jennifer Petty, 27, Bolivar, was arrested on a St. Clair County warrant charging her with a class C felony delivery of a controlled substance and a class D felony tampering with a motor vehicle in the first degree. Bond is set at $20,000 cash or surety.

The warrant comes after the vehicle Petty was a passenger in was pulled over for an equipment violation in May of 2020. The deputy made contact with the driver. During the conversation, the deputy asked for and was granted consent to search the vehicle. During the search, a large amount of cash was located along with a box of syringes, a container of AniMed MSM, and a couple of scales with a crystal-like residue on them. The residue field-tested positive for methamphetamine. After having the VIN checked, the vehicle came back as stolen out of Kansas City.

Marilynn Goins- On Aug. 25, Marilynn Goins, 31, Gunterville, AL, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Goins was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Goins was a passenger in for an equipment violation. The deputies searched the vehicle and located a pill bottle without a prescription on it. Goins admitted the pills were given to her. A glass pipe was also located in a purse inside the vehicle. The residue on the glass pipe field tested positive for methamphetamine.

Michael Pagan- On Aug. 25, Michael Pagan, 23, Kansas City, was arrested on a St. Clair County warrant charging him with a class D felony possession of a controlled substance. Bond is set at $15,000 cash or surety.

The warrant comes after the vehicle Pagan was driving was pulled over for an equipment violation. The deputy searched the vehicle and found a plastic bag under the driver’s seat that contained a white crystal like substance. The substance did field test positive for methamphetamine.

Jonathan Whitt- On Aug. 25, Jonathan Whitt, 28, Hollister, was arrested by a St. Clair County deputy on a class B misdemeanor driving while intoxicated. Whitt was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Whitt was driving for a moving violation. After making contact with Whitt, the deputy could smell the odor of intoxicants emitting from his person. The deputy had Whitt do a field sobriety test. Whitt failed. Whitt was taken to the hospital to get a blood draw done.

Michael Debiew- On Aug. 24, Michael Debiew, 44, Grandview, was arrested by a St. Clair County deputy on a class E felony leaving the scene of an accident-second offense. Debiew was placed on a 24 hour hold pending formal charges.

The arrest comes after St. Clair County deputies were dispatched to assist the Humansville Police Department with a failure to yield. Debiew wrecked the motorcycle he was driving in a ditch and then fled on foot. Deputies were unable to locate him right after the wreck.

Later in the day, deputies were dispatched to the Collins area in regards to a suspicious person. A deputy made contact with Debiew and identified him as the person who had fled earlier.

Amanda Lacer- On Aug. 23, Amanda Lacer, 32, Osceola, was arrested by a St. Clair County deputy on a class A misdemeanor domestic assault in the first or second degree. Lacer was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy was dispatched to a residence on Tower Street in reference to a disturbance. Upon arrival, the deputy made contact with Lacer. Amanda had got into an argument with her mother, Theresa Lacer. During the confrontation, Theresa locked herself in a room in fear for her safety.

Morgan Shirk- On Aug. 21, Morgan Shirk, 60, Osceola, was arrested by a St. Clair County deputy on a class C felony driving while intoxicated-chronic. Shirk was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on a vehicle for an equipment violation. Upon contact with the driver, the deputy could smell the odor of intoxicants coming from the vehicle. The deputy had Shirk perform a field sobriety test. Shirk failed.

Jordan Dakon- On Aug. 20, Jordan Dakon, 19, Bolivar, was arrested on a St. Clair County warrant charging him with a class D misdemeanor driving while revoked/suspended-first offense. Bond is set at $500 cash or surety.

The original charge stems from a traffic stop by the Missouri State Highway Patrol in November of 2019.

Kevin Bartalos- On Aug. 19, Kevin Bartalos, 51, Kansas City, was arrested by a St. Clair County deputy on four warrants from Lee’s Summit Police Department for failure to appear in court. Total bond is set at $4,750 cash or surety.

Nicholas Pennell- On Aug. 19, Nicholas Pennell, 37, Osceola, was arrested on a St. Clair County warrant charging him with a class D felony financial exploitation of an elder/disabled person and a class D felony stealing-$750 or more. Bond is set at $5,000 cash or surety.

The warrant comes after a St. Clair County deputy was dispatched to SW 831 Road in reference to stealing. Upon arrival, the deputy spoke with Patricia Pennell. Patricia stated her grandson, Nicholas Pennell, had used her bank account without her permission after she had noticed unusual activity.

Stealing in Weaubleau

On Aug. 29, a St. Clair County deputy took a report from Michael Young at the Sheriff’s Office. Young stated when he got to his property on SE 750 Road, he noticed the door on his garage looked as if it was kicked in. Young stated he was missing various tools. Items missing include a welder, multiple saws, and other miscellaneous items. Estimated loss value is $6,000.
