Arrests and Reports

Sheriff Lee Hilty reported deputies made arrests and took multiple reports during the week of March 18th, 2024 through March 24th, 2025.

March 18th -Stolen Property in El Dorado Springs  – On March 18th, a St. Clair County Deputy responded to SW 450 Road in rural El Dorado Springs in reference to a stolen trailer. Upon arrival, the deputy met with the property owner who stated that on March 17th, around 3:00 p.m., the trailer was still on the property, and that by the 18th in the morning, it was gone. The trailer was described as an 18 foot, red dual axle bumper hitch car trailer with a wood floor, and the brand was identified as “Shivers”. Attached to the trailer was a wench and a metal military box. The deputy canvassed the area, collected evidence, and filed a report. The trailer was valued at $5,000. This investigation is ongoing.

March 20th – Warrant Arrest (Failure to Appear) – On March 20th, a Missouri Highway Patrol Officer arrested Ashlynn Willis on three Failure to Appear St. Clair County Warrants at the Greene County Jail. A St. Clair County Deputy met with Highway Patrol for a transfer of custody, and transported Ashlynn to the St. Clair County Jail. The warrants were for Failure to Appear – Exceeded Posted Speed Limit (By 20-25 mph), Failure to Appear – Operate Vehicle on Highway Without a License, and Failure to Appear – Operate a Motor Vehicle in a Careless and Imprudent Manner Involving an Accident. The bond for all three warrants was set at a total of $1,300 cash only.

March 21st – Warrant Arrest (Dangerous Drugs) – On March 21st, St. Clair County Deputies arrested Shanna Case at the Vandalia Department of Corrections on a St. Clair County Warrant. The warrant had  charges of one count of Possession of a Controlled Substance Except 35 Grams or Less of Marijuana/Synthetic Cannabinoid, and one count of Unlawful Possession of Drug Paraphernalia – Prior Drug Offense. Shanna was transported to the St. Clair County Jail and the bond was set at $15,000 cash only.

March 21st – Warrant Arrest (Weapons Offense/Traffic) – On March 21st, St. Clair County Deputies arrested Randolph Frazier at the Christian County Jail on a St. Clair County Warrant. The warrant had charges of Unlawful Possession of a Firearm, and Driving While Revoked/Suspended – 2nd or 3rd Offense. Randolph was transported to the St. Clair County Jail and the bond was set at $10,000 cash only.

March 23rd – Misdemeanor Arrest (Driving While Intoxicated) – On March 23rd, a St. Clair County Deputy responded to the area of 13 Highway and SE 671 Road in Osceola, in regards to a vehicle stopped in the middle of the Highway. Upon making contact with the driver of the vehicle, the deputy noticed that he was unconscious, and attempted to wake him up. After waking the driver of the vehicle, the deputy had reasonable suspicion to believe he was intoxicated. Dalton Cook was arrested for Driving While Intoxicated – Prior, and Operated a Motor Vehicle in a Careless and Imprudent Manner. Dalton was transported to the St. Clair County Jail to be booked and released pending formal charges.

March 25th – Warrant Arrest (Probation Revocation)  – On March 25th, a St. Clair County Deputy arrested Jeffery Redburn at the Greene County Jail on a St. Clair County Warrant. The St. Clair County Warrant had a charge for Probation Revocation for Non Support. Jeffery was transported to the St. Clair County Jail and the bond was set at $2,000 cash only.

March 25th – Warrant Arrest (Dangerous Drugs)  – On March 25th, a St. Clair County Deputy arrested Brandon McKittrick at the Probation and Parole Office in Osceola on a St. Clair County Warrant. The warrant had charges of Possession of a Controlled Substance and Unlawful Possession of Drug Paraphernalia – Prior Drug Offense. Brandon was transported to the St. Clair County Jail and the bond was set at $10,000 cash only.

March 26th – Felony Arrest (Dangerous Drugs)  – On March 26th, a St. Clair County Deputy performed a traffic stop on a vehicle on 13 Highway in reference to expired temporary registration. Upon making contact with the operator and passenger of the vehicle, the deputy determined there was reasonable suspicion of dangerous drugs in the vehicle. The deputy deployed K9 Kodiak around the vehicle, which resulted in Kodiak giving a positive alert. A search of the vehicle resulted in a quantity of a white crystal substance and a quantity of drug paraphernalia that field tested positive for methamphetamine. Lonnie Nall was arrested for Possession of a Controlled Substance Except 35 Grams or Less of Marijuana/Synthetic Cannabinoid, and Unlawful Possession of Drug Paraphernalia – Prior Drug Offense.

March 27th – Warrant Arrest (Probation Revocation)  – On March 25th, a St. Clair County Deputy arrested Cynthia Moran at the Greene County Jail on a St. Clair County Warrant and an Osceola Police Department Warrant. The St. Clair County Warrant had a charge for Possession of a Controlled Substance Except 35 Grams or Less of Marijuana/Synthetic Cannabinoid, and the Osceola Police Department Warrant had a charge of Possession of Drug Paraphernalia. Cynthia was transported to the St. Clair County Jail and the bonds were set at $10,000 cash or surety and $350 cash only.

March 29th – Felony Arrest (Dangerous Drugs)  – On March 29th, a St. Clair County Deputy responded to the Roscoe Boat Ramp to assist a Missouri Conservation Officer. Upon arrival, the deputy met with the Missouri Conservation Officer who had a male suspect detained. The deputy determined there was reasonable suspicion of the suspect being under the influence of dangerous drugs, and a search of the suspect’s vehicle resulted in finding a quantity of a white crystal substance alongside a quantity of drug paraphernalia and multiple firearms. John Portman was arrested for Possession of a Controlled Substance Except 35 Grams or Less of Marijuana/Synthetic Cannabinoid, Possession of Drug Paraphernalia, Unlawful Use of a Weapon – Subsection 5 – While Intoxicated – Loaded Weapon, and Unlawful Use of a Weapon – Subsection 11 – Possess Weapon and a Felony Controlled Substance. John was transported to the St. Clair County Jail to be booked and released, pending formal charges.

March 30th – Misdemeanor Arrest (Trespassing)  – On March 29th, a St. Clair County Deputy responded to the area of SW 330 Road and SW 400 Road in Osceola, in reference to trespassing. Upon arrival, the deputy met with the property owner who stated that a male subject had been trespassing on his property. During the investigation, the suspect was located and identified as John Cox, and arrested for Trespass – 1st Degree, and Assault – 3rd Degree. After the arrest was made, it was determined that John also had an extraditable warrant from Bates County for Probation Violation, and an extraditable no bond warrant from Cedar County for Resisting an Officer.

March 31st- Warrant Arrest (Driving While Intoxicated)  – On March 25th, a St. Clair County Deputy responded to NE Highway D in Lowry City to conduct a warrant arrest attempt. Upon arrival, the deputy arrested Zeb Legrand on a St. Clair County Warrant with a charge of DWI – Chronic. Zeb was transported to the St. Clair County Jail and the bond was set at $15,000 cash or surety.
