Sheriff Scott Keeler reported deputies made six arrests and took three stealing reports during the week of Dec. 11-18, 2017.

Warrant Arrests

Dec. 12, Sandra Marconi, 47, Collins, was arrested by a St. Clair County deputy on a Probation and Parole warrant charging her with an unclassified felony parole violation. This is a no bond charge.

Dec. 14 – Levi Dotson, 32, Springfield, was arrested on a St. Clair County warrant charging him with failure to pay fines. Bond is set at $491.50 cash only.

The original charges stem from an incident on Nov. 15, 2015, when Dotson was pulled over by a St. Clair County deputy and charged with driving while revoked/suspended-second or subsequent offense.

Dec. 14 – Crystal Mackey, 40, Kansas City, was arrested by a St. Clair County deputy on two misdemeanor Johnson County warrants charging her with failure to register a motor vehicle and no insurance. Total bond is set at $500 cash only.

  The warrants stem from an incident on Dec. 16, 2016, when Mackey was pulled over by the Missouri State Highway Patrol.            

Dec. 16 – Kaci Heinemann, 22, Springfield, was arrested by a St. Clair County deputy for a class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Heinemann was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy pulled over the vehicle that Heinemann was driving. Heinemann gave consent to search the vehicle. The deputies found a pill Heinemann said was in her purse, they also found some drug paraphernalia.

Dec. 18 – Saloman Fregoso, 30, Osceola, was arrested on a St. Clair County warrant charging him with a class A misdemeanor of domestic assault in the fourth degree. Bond is set at $3,500 cash or surety.

The original charge stems from an investigation into a domestic assault at 102 Goodrich Dr. in which, Melissa Fregoso claimed that Salomon Fregoso tried to forcefully remove their infant son from her arms.

Dec. 18 –  Samuel O’Bryan, 51, Blue Springs, was arrested on a St. Clair County warrant charging him with an unclassified felony of probation violation. Bond is set at $5,000 cash only.

  The original charge stems from an investigation on April 9 when a St. Clair County deputy made a traffic stop on a recreational vehicle that O’Bryan was a passenger in. The vehicle was traveling south on Hwy 13 turning west onto B Hwy, Osceola, and the taillights were not working. During the investigation a glass pipe with a white powdery substance was located. The substance field tested positive for methamphetamine.

Stealing in Osceola

Dec. 17 – a St. Clair County deputy was dispatched to Sugar Foot BBQ in reference to a stolen trailer and two stolen coolers.

Upon arrival, the deputy spoke with Dean Evans. Evans stated that someone had taken the two coolers from behind the gas station and a recycling trailer from behind Sugar Foot BBQ. Evans took the deputy into the Port Gas Station and spoke with Tyler Bryant. Bryant showed the deputy the video surveillance of the theft.

The video shows a white male subject, in his mid to late twenties with a short beard, load two coolers into his truck. The truck is a late 90’s to early 2000’s Dodge Dakota Pickup, short bed, blue with a silver stripe along the bottom.

   The video shows the truck drive up to the gas pumps. The driver gets out and messes around the driver’s side of the vehicle. He then drives to the back of Sugar Foot BBQ and hooks up his truck to a 16’, caged in, utility trailer and pulls out of the parking lot.

  The trailer is owned by Kottwitz Feed and Farm. Contact was made with Jim Kottwitz. He faxed info of the trailer to the Sheriff’s office. It is a 2013 Jerr trailer. The license plate on the trailer is 98D4YE.

  Evidence was collected from the scene and a request for prosecution was signed.

Stealing in Collins

Dec. 15 – a St. Clair County deputy was dispatched to Collins to check the well being of Haven Vassey. After confirming he was ok, Vassey asked if he could file a report about someone using his debit card without his permission.

Vassey stated that several months ago, he let Sandra Marconi use his debit card to go to the store and pick some things up for him. Since then, he has noticed several unauthorized withdrawals totaling $715.40.

Vassey signed a request for prosecution.

Phone Cable Stolen in Osceola

  Dec. 15, a St. Clair County deputy met with a Century Link employee on 82 Hwy in reference to some stolen phone cable.

  The employee showed the deputy where the cable had been cut. The employee  stated that approximately 180 feet of cable was missing.

  Photographs were taken and evidence was collected from the scene. A request for prosecution was signed. Estimated value of the stolen cable is $5,000.
