Dec 23 –  St. Clair County warrant issued for Austin Horn, 22, Calhoun, charging him with a probation violation on original class D felony charge of resisting/ interference with arrest. Bond is set at $5,000 cash only.

Original charge stems from incident Sept. 1, 2014,  when St. Clair County deputies dispatched to Lowry City in reference to a domestic in progress. Information obtained Horn allegedly broke out a window and was headed to the park armed with a knife. Horn was located and ordered to stop several times. Each time, he failed to obey and took off running from deputies. When he approached the intersection of Griswald and Third streets, a citizen jumped out and yelled at him.  Horn turned around and charged at one of the deputies. The deputy deployed a taser and Horn was taken into custody.

While the deputy was preparing his vehicle to transport Horn to the jail, Horn was able to break custody and took off running again until a citizen tripped him causing him to fall to the ground. Horn was taken into custody and transported to the St. Clair County jail. A knife was recovered that Horn allegedly threw in a ditch while running. Investigation revealed  incident started when Horn allegedly asked for $80 from a family member and was refused. There was a physical altercation regarding a cellular phone and threats were made.   Dwayne Dilbeck, 54, Osceola, arrested on St. Clair County warrant charging him with class C felony possession of a controlled substance and class D felony tampering with physical evidence in a felony prosecution. Bond set at $20,000 cash or surety.

Charges stem from St. Clair County Sheriff’s office investigation previous day when contact made with Dilbeck at his residence on Fourth Street, Osceola. During investigation Dilbeck picked an item up from the floor, sprinted to the kitchen sink, threw item in the sink, turned on the water and flipped an electric switch, turning on a garbage disposal. Clear plastic bag containing clear crystal substance was found inside the sink drain/garbage disposal. Substance field tested positive for methamphetamine.

Todd Conn, 34, Blue Springs, arrested on St. Clair County warrant charging him with three class a misdemeanors, possession of up to 35 grams marijuana, unlawful use of drug paraphernalia and tampering with physical evidence. Bond set at $3,500 cash or surety. Charges stem from Osceola Police Department investigation July 23.

Dec  24 – Rory Thomas, 44, Osceola, arrested on St. Clair County warrant charging him with two class A misdemeanors, possession of marijuana and unlawful use of drug paraphernalia. Bond set at $2,000 cash or surety.      

Charges stem from St. Clair County Sheriff’s office investigation Aug. 26, when deputy located vehicle parked off roadway on land belonging to Missouri Department of Conservation on SW E Hwy. Thomas identified as driver of the vehicle and located in a corn field a short distance away. During investigation a glass pipe with burnt marijuana residue located inside his vehicle.  Misdemeanor amount of marijuana and three pipes with marijuana residue were located in the glove compartment of vehicle. Thomas booked and later released pending formal charges. Warrant issued Dec. 14.

Dec. 26 – Deputy responded to fight in progress at Pilot Travel Center, Collins. Deputy and two Missouri State Highway Patrol Trooper’s arrived on scene and identified the participants of the fight, William Jordan, 25, Strafford, and Bobby Stone Jr., 28, Butler. Investigation revealed the two men were threatening each other by text and during a child custody exchange at Pilot the men argued. Jordan allegedly pulled out a flashlight with a taser on the end of it. Stone allegedly struck Jordan and a fight ensued. Neither subjects wanted to pursue charges against each other.
