The Cedar County Commission met November 25, 2019. Present were: Marlon Collins, Presiding Commissioner; Don Boultinghouse, Northern Commissioner; Robert Foster, Southern Commissioner; Heather York, County Clerk  

Approved Commission Minutes for November 12, 2019.

Met with Cheryl Marcum for an update on SB391 and to give an update on the “Right to Harm” film.  There were 43 people in attendance to watch the film which included patrons, panelists, and a waterway scientist.  

Met with Chad Pyle, Assessor 

Requests to process court order 24911-24955, to add-on the assessed valuation of newly purchased personal property.  

Met with Sheriff James McCrary

Weekly Report of Inmate Housing: Out of County – 57, Cedar – 8 = 65

Foster made motion to approve 2020 Local Law Enforcement Block Grant (LLEBG) for $6,005.58 for purchase of equipment, winter jackets, rechargeable flashlights, and protective gloves, second by Boultinghouse.  Collins – Yes, Foster – Yes, Boultinghouse – Yes.

Met with DJ Ford, Road & Bridge Supervisor

Discussed CR850 near Fairview Church, CR775, CR2375, and Myers Bridge is now open.   Discussed backhoe repair.  Commission requested a list of roads graded/worked on, mowed, gravel, etc. weekly.  Discussed culvert pipe installation.

Received a “Thank You” for getting Myers Bridge reopened on CR480.

Reviewed email updating the FY2020/2021 Lake Patrol Contract at $62,500 p/year.  

Received call from Janise Oglesby concerning CR1180 survey.  

Met with Judge Mutton and Circuit Clerk Melinda Gumm

Discussed court security options. 

Commission reviewed monthly reports from Cedar County Health Department.  

Met with Peggy Kenney, Treasurer 

Discussed 911 surtax and how it works.  State retains the first $800,000, after that money trickles down to the counties.  911 funds must be spent on 911 service betterment; this limits how those funds may be utilized.  The state 911 board has discussed mandating an address change if roads change numbers when they turn corners.  At this time the state is in hopes that they will cover the roughly $60,000 it will cost to do address changes out of the $800,000 but that is not promised.  

Shelter fund has been being paid to WINGS Refuge for several years but ARC of Hope used to receive the funds.  Both appear to be entitled to receive funds from this fund.  Treasurer is researching this to make sure it is being sent to the appropriate entities by statute.

Inquiry of a county road right of way on CR1825 questioning whether it was closed or not.

John Neil requested road maintenance on CR525/CR2200, Cedar Hall Special maintains this.

Phil Hamilton stopped in to complain about roads.

Met with City of Stockton – Mayor Pro tem Barbara Pate, Mayor Mary Norell

Sheriff James McCrary and Miles Bright representing the Cedar County Republican.

City agreed to minor adjustments in the terms of original contract.  A time in August will be set annually for the County Commission, Sheriff, City Mayor and Aldermen to meet to discuss annual adjustments.  New contract will be increased at the city’s request to an even $176,000 up from the original $175,910.38.

Reviewed monthly reports from the Recorder of Deeds and Circuit Clerk offices.
